it's set to federal standards, even the state can't raise the limit in these ares.
The lower speed limits are due to narrow lanes and short on/off ramps, Those section were built in the 60's in an urban part of town.
You likely right, I think of the 4-lane areas out by Halawa the cops love to run radar traps.  No one goes slow there with the freeway wide open.  They do like that as a speed trap.

A lot of folks does not know anything about traffic laws and they just pay the fine to get it over with. Whenever you get a ticket whether speeding, jaywalking,etc. you should always go and contest the ticket and speak in front of the judge. Let the judge make the final decision. Who knows, the judge might find you not guilty because of no or lack of evidence then you save yourself a lot of money and no record on you driving. Good luck...

When you come off the H3 pass Halawa to the airport, the speed limit drops down to 35 mph.  That is not only stupid, it is so slow that it is unsafe.  50 mph would be an extremely safe speed for that section.  The Big Island for the most part, has reasonable speed limits.  Oahu, not so much.

In Vegas, one lane roads are 25 mph, two lane are 35 mph, and three lanes are 45 mph. I once got a ticket going 45 in a 35 despite the three lanes but was in a hospital zone. Went to court on a Friday afternoon where they have suspicious lawyers standing outside ready to hire. When I arrived, they were at lunch for an hour. Eventually waiting my turn, lawyer after lawyer in suits were called up to the judge with several client cases. The judge would reduce the fine from $160 to $120 but no points to their record. It was finally my turn. The car wasn't in my name so the judge said I need to go back to the car and get the registration to prove I was driving the car. When I got back, there was only the judge and bailiff left. I asked where did everyone go and the judge said they're waiting for me. He looked at my papers and said that since he made me go back to the car, he was vacating the ticket. I told him to have a great weekend and left.

A friend of mine got an excessive speeding ticket for doing 75mph in a 45 zone.  Cop wrote the ticket as excessive speeding 30+ over speed limit. HRS 291C-105 (a)(1).  The cop said he could arrest, but wont. He also said you could pay a fine instead of going to court but it doesn't list the amount, only the court date.  If im not mistaken that means you need to show for court and cant just pay the ticket online.  Its also their first time ever getting a ticket.  Should my friend get a lawyer to help fight this?  Also since this is the first time is there a chance the judge will reduce the charges?  Can they use a deferred plea?  Anyone got insight or suggestions for a lawyer.

There is a court date, he does have to show. They will decide a fine if he gets convicted. He could get a lawyer but it probably would end up costing him as much as the fine, IF he wins.

You could ask to speak to the public defender and ask for a plea deal to make it a violation instead of a criminal infraction. 75 in a 45 is exactly 30mph over the speed limit so your friend could argue that it was only criminal by 1mph. I think if your friend shows up, apologizes respectfully and said he will pay attention better next time the judge might give him a reduced fine.

My cousin had his cell phone tag cut in half by doing that.
