Federal officers on military installations are just like the MP's, their jurisdiction starts and ends on the installation. Comparably, the federal cops also follow MP protocol of checking in-out their weapons according to their shifts. These officers are actual law enforcement on the installations with arresting authority, not to be confused with the Wackenhut gate security at some installations(which can only detain until a MP or federal cop shows up)

 Now a federal cop having their credentials and carrying a personally owned weapon in public is another story which I'm not sure how that would apply, especially in Hawaii.

It's all about jurisdiction and the state laws.

I'm not a MP, so correct me if I'm wrong on this point (just been around for awhile...)

While hes a police officer, hes not a law-enforcement officer.  The base police are not a true example of a Federal Law enforcement officer.  That would be like ATF, FBI, CIA, Customs and BP, I.C.E.  and so forth. I've probably worked with him when I have done security duty at JBPHH.

Big problem with a bunch of "military police" is they don't have true law enforcement powers; its a strange problem that I wish they would check out. You are correct, he gets his gun from the armory, and has no ability or authority to carry outside of his duty hours (unlike a police officer). This might be kind of hard to understand and explain, and is probably best done in person. All I can say though is its not really the same thing.

Agreed, your  explanation was better than mine..... It is hard to articulate the differences without citing laws and codes.

Hopefully they release the tapes soon, and hopefully it explains everything. However the 911 calls are the closest form of actual evidence we got so far.

I hope the tapes are good quality too. I hate when banks get robbed and on the news they show a freeze frame of the dude and its the worse quality ever. I mean my cellphone can take better pictures then that. And I hope not all bank cameras suck that much.

Has a trial been scheduled?

My guess is that they won't release tapes until they've been seen by the jury. Hard to pick a jury if too much info gets out on a case like this.

It's because "Federal police officers" are not real law enforcement. They're glorified security guards. Same as armored car drivers. Armed while on the clock but have no jurisdiction to do anything off duty.

Federal agents... very different story.

The civilian police you see running around Pearl Harbor and Schofield Barracks do not meet the guidelines to carry off duty under LEOSA, which is why they dont carry.  To qualify as a law enforcement officer you need to have statutory powers of arrest; military police and their Dept Army/Navy counterparts on post act under the General's authority on military grounds and have no real arrest authority.
