This is what I'm trying to figure out:

If I'm already enrolled in the the Hawaii state criminal database and the FBI database due to my job field, why would i need to pay to re-enroll in a system I'm already in?

So that you can be monitored in Hawaii's illegal federal/local gun registration scheme.

Although you may already be in the database the fee charged is for the reporting function. Each agency that wants that reporting pays the fee.

Sorry to hear that.  I thought you had fought successfully (in a previous case) for your right to firearm ownership? 

You had mentioned looking for a "test case" to challenge RapBack.  Is this the first step in that process?  Just curious as if the answer is yes, I'm assuming you could use some $$$ to support the cause.

It doesn't make sense at all. I'm already in the system for my job field as well but still had to pay into the RapBack BS

They won’t wander questions tho. They will tell you to contact the state AG, who in turn will say they are forbidden by law to assent questions.

Went to pick up my permit today and..........................

THEY SAID NO

Instead of denying my permit they are trying a new approach of saying they never processed it because i did not sign the required forms.  Even after explaining that the form is a consent form and is not required by the FBI or any other agency for the purpose of conducting a background check they still insisted it was.

I offered to sign an amended form that had the consent for my fingerprints to be kept/enrolled in the HCJD and rapback databases and they said they will get back to me. 

They did the normal routine of dancing around direct questions, refusing to give yes or no answers and in general continued to follow the lines of Im just following orders.

They could have also mailed you a letter 2 weeks ago or called you, but they chose to make you wait and physically come down.

They did call me, I asked for it to be provided in writing and that I would pick it up. Did not happen tho

Either way, they made a decision to deny you a permit. They are trying to put the justification on you for failing to follow their application process.
