I don't think that's legal on public land ether. 
Best to find private property you can hunt and not say anything

As a Master Baiter....
If you find private land, dry dog food soaked for a while in fruit juice, like guava juice or pass-o-guava juice works really well.
The pigs come out of the wood work for it.
We used to feed pigs behind my neighbors house so the kids could check 'em out.

Dog food huh, I might have to try that.  I got a possible source for dog food.
What we currently been using is molasses and whole corn.  After a 3 day set (generally) were golden and the more we add the stronger the smell.  For some reason they like to roll in it.
