Well they like to find the bad guys because if you get the bad guy off the street you just make less work for yourself in the future.

The detectives aren't collecting any revenue, only your traffic cops and beat cops are giving out citations.

I think the bigger problem is our lack of punishment by the courts.  I know HPD who arrest the guy 1 day and 2 days later arrest him again.  Repeat offenders should be kept in jail permanently.  We need to spend money on our prison system.  Another jail, higher pay for guards so more sign up, etc...What good is spending money on our schools when we can't protect our people.

Many HPD try their best, but it's a numbers/resources game.  Rarely are they Johnny on the spot while a crime is in progress.  So groveler is correct, their main job is to collect evidence. 

But there are a few bad apples in the bunch also.  Those who refuse to make a report as to not affect their crime stats.
