I don't think its an IT issue, it's probably more like 1 guy reading the monitor and manually processing/checking each online registration. And knowing HPD, it's the same guy doing the in person one too.

They could probably use an educational seminar on the Constitution. Seems like none of them know what it says, only that they think it says "HPD make dey own rules. Change dem when no like rules dey make"
