Out to the metal detector as of 0900. Maybe we should submit a petition to get them to put more guys on duty at the counter there... ^_^

There are petitions asking that registration be done at more police stations, but not many are signing.

I don't think we should even be required to register guns, let alone need permits to exercise our rights.  I've always heard registration leads to conifscation.   >:(

+1.  We're already conditioned to it as it's been in the law books for a while.  There are so many others on the mainland that wouldn't stand for what restrictions we have here!

The registration process is fine, no big deal.... it's the lines that are tough to deal with.... If they have the other window do the permits that might help.... Or if they have the forms online so it can be completed prior to arriving at the station that would help....

where is the petition? I'll sign it....

Somehow I think it will be disregarded cause it comes down to money to pay the officers.... What if the registration fee was increased to subsidize more stations to accept firearms registration?

By law, the registration fee cannot be higher than what the FBI charges for a fingerprint background check.  You'd have to ask a legislator to introduce a bill to amend HRS 134, and I don't really want them toying with that at this point in time.  We shouldn't have to pay for it anyway.  On the mainland it's a quick phone call and you're good.

In at 9:45 am. The line was to the end of the fingerpinting tables. Just under 1 hour to pick up permit. No one came out to ask if anyone just picking up permit.

Back at noon to register. Just over 2 hours to register. Line was to the first pillar when I arrived.

A couple of people near me waited close to 1 hour to pick up permits before an officer came out and we informed him some people were just picking up permits. He then took their IDs and got their permits.

As usual, the officers were very courteous through all this and I had good conversations with those in line. Spread the word about 2A and the current proposed HI state legislative actions.

Amazed to learn how few people in line realized what bills are being proposed during this legislative session.

On the mainland, the FFL dealer calls a 1-800 number for a quick background check, called a NICS (National Instant criminal background Check System) check.  Some states have laws where if you present a Concealed Carry permit/license issued in that state, that NICS check isn't needed.

In Hawaii, they fingerprint you the first time, send it to the FBI for possible matches, then conduct their own background check during the 14 day period for your permit.  This is done in lieu of the quick NICS check.

Next time you buy a gun, watch as the dealer fills out the federal paperwork (infamously known as the ATF Form 4473).  There's a section where he needs to answer questions about the NICS check he's supposed to perform.  There's a box he'll enter information in saying the NICS check wasn't needed because the state already conducted a background check.  He'll then enter your Permit to Acquire information (Permit serial number, date of issue, date of expiry, etc.).  On the mainland, when they use a CCW permit/license in lieu of a NICS check, they do the same thing, entering the CCW permit/license information.

That would be funny, (not really actually) if because the line is short now they stop coming out to see if people are there to just pick up permits.  no more of this helping the line move quickly anymore.  no more collecting peoples paperwork, handing out blank forms, etc, etc.  Ah only get 8 people, they can all wait.
