Not 100% sure, but I think it may be that they were voting on whether the committee adopted the statement “The committee(s) on AEN recommend(s) that the measure be PASSED, UNAMENDED.”  Since the noes outnumbered the ayes, the committee did NOT adopt that statement; that is, the measure did not pass committee…
