No, that's BI only for now. 

The requirement for instructors to submit their written exam to HPD for review is  and will likely be the hold up for many who otherwise have the necessary credentials.  Once more get over that hump, there will be plenty of opportunity for the shooting part (not that I agree with the requirement).  Also, hopefully bring the "market price" down. . .

What you think and what the Constitution says are often at odds.

Unless someone has demonstrated they are criminals or incompetent (a danger to themselves and others), your criteria for determining who should be prohibited from owning or possessing firearms is 100% subjective -- and therefore unconstitutional.
