It certainly does do that to some extent.

Flapps suggestion that it redirects the noise instead of reducing it might be a good way of thinking about it. Would have to do measurements with a decibel meter to see if that is the case.

Fortunately or unfortunately Hawaii doesn't really define a suppressor/silencer, just says they aren't allowed.

Legally, if the NFA doesn't require a tax stamp, it's not a silencer.

(And, no, this does not include homemade silencers.  Just those manufactured for the retail market).

That's the problem with trying to change people's behavior by technical micromanagement.
Think of the big picture.
Look at all the laws written or proposed to prohibit things like:
80% receivers-need to control blocks of metal or plastic
Gun parts- need to control 3D printers
AR15's- need to control gas operated guns
Magazines- need to control how many rounds in a mag
Supressors- need to control soda bottles and pillows
Knives- need to control switchblades and butterfly knives
Fireworks-  :rofl:

By nature, people will find ways to innovate or improvise anything. It's evolution.
Without technical evolution, I would have to walk to Times Supermarket or get on a horse.

If you buy an oil filter with the intent to make it into a silencer, you have to apply for an NFA stamp PRIOR TO buying the filter.

So, if that soda bottle was only purchased for the liquid refreshment it contained, and you converted it into a silencer, you still need an NFA stamp at the point you decided to convert it -- legally speaking.

Someone makes and sells threaded rings to attach oil filters to barrels.  If you buy one, you need the ATF's "approval" to be legal.
