Does the law or chiefs rules say that one must return the old card?  I know people who have and people who didn't.

There was one other guy waiting, I was sitting about 10 feet away when the officer called him over so I couldn't help but hear him ask if he brought the expired card.  He said he didn't have it, the officer said he was supposed to turn it in but (paraphrasing) not huge deal today, just bring it in when convenient as soon as possible.

On another note, instead of separate cards they listed my two carry 9mm on the same card

I applied June 14th and received my approval letter on September 30th. Day 107. Going to take my Utah CCW at BnR Tactical which will increase CCW reciprocity from 26 states to 37.

For the LTC checklist item, "Proof of State of Hawaii residency", what did you all provide?

FYI - after 4 months if you’re not approved or denied your application is automatically voided and yes you have to reapply $150 and retake shooting qualifications because it has to be done within 90 days of application.

Also you have to provide your own passport sized photo for your license if approved.

Mines came in the mail today, approx 115 days.

I submitted a passport photo during application. Does that mean I need to provide another upon pickup?

They will take your pic when you show up to pick up your permit. The passport photo is just making you jump thru another hoop.

Thanks, confirmed they had to take another picture.

No one in line either side, went straight to the window, still took about 25 minutes until I left.

Going off tangent, but here's a FYI:

Many CCW that you can apply via the mail require a photo. Makes sense as you aren't there to take a pic in person and they do put your pic on the card.

Nevada

You have to take an approved class like how you do in HI.  But, the completion doesn't have to be notarized.  Which means you get your completion paperwork after the class is over.
NV has  5 stations that take your pic, vs the 1 here.  I mean you could count both sides, but in the end its 1 person at a time here.
NV also has 5 fingerprinting stations.
NV has 12 windows for people to hep you.  Precovid, there were abotu 40 in line before us and we were helped, printed and photo's in 12 minutes.
NV also takes credit card.
NV doesn't have to show residency, any states drivers license or state ID or passport is acceptable.
NV has no registration, so you don't have to show one.  Your CCW is valid for any handgun you own.
They mail your card within 120 days. So there is no need to go back and pick it up.

Factor in the days people took off for the holidays.  Thanksgiving, Christmas &, New Year's Eves, and Christmas &, New Year's Days.  Even if firearms section personnel are working, the people who need to approve applications or respond to background inquiries are probably taking personal time off.

I emailed HPD and got a response today that my application was approved on the 9th. No letter was received and I've been checking my USPS informed delivery daily for the last month +.
