There should be a path for illegal immigrants to get residency and we do need them for some jobs. However there needs to be some kind of punishment involved or else we'd be rewarding them for doing something illegal. A mandatory 250 hours of community service each year for 4 years. Not fair for someone who put in the time and money to immigrate here legally.
And to support that, we would have to close the borders. Not necessarily a wall. More enforcement, punishment for businesses that hire illegals, expedited deportation, no benefits and healthcare, etc.

As far as the bill mentioned, on one side we do have a military personnel shortage again that we're having difficulty filling. The applicants would have to pass the ASVAB, get a background check, and receive training and learn to be a responsible American. I know a lot of Soldiers that legally immigrated to the US, joined the military and were great workers, and got their citizenship expedited. On the other hand it could cause discipline problems due to joining just to stay in the US.

An ITIN can not be used to obtain employment or tax credits. Therefore, it CAN NOT be used to "pay" taxes via income tax withholding. It can only be used when filing a return.
