From what I read on here, they'll have you fill out a Permit Application to Acquire, not for a firearm, but to renew the background check and medical review.  They should have you sign a medical records waiver, too.

I might be totally wrong, but that's what I think I saw.

Yup, I mentioned that and the officer told me that I need to read the instructions better so I showed them on my phone what the website requirements are and the officer said to come back when I have the hard copies of my registrations…so I went next door to ask them for copies and came back lol.

The vibe we got today was that they’re not happy about the additional workload from CCW applications and they’re going to take it out on us.

I estimate 20,000 to 40,000 people will apply for carry annually in Honolulu, 160 per day.  Then multiply by the number of handguns per person and applying for both ccw and open.  They should be very not happy.

With such a short period before needing to renew a carry license, the tyrants of the state hope to start catching people armed while having an expired license.

That way they can start charging us with felonies and take away our 2A rights completely.

Copy & pasta from the other thread I replied to.

I went today, had to renew my long gun permit too. I printed everything out from online and brought it in, here's what I brought for the CCW:

1) 2 x passport photos, $15 from Wong's in Chinatown on Hotel (across old Love's Thrift Shop/new Daiso). He prefers cash.
2) Permit to acquire & questionnaire, filled out everything but did not sign.
3) Medical information waiver, again, filled out but not signed.
4) Protected Health Info disclosure, also unsigned. You cannot fill this out on your computer, gotta print it out first.
5) Photocopy of my handgun license for the particular piece I wanted to carry.
6) My actual handgun safety class affidavit; they made a copy, so I think they'll accept that, but bring the original to verify.
7) My letter stating my reason for wanting CCW rights. I mentioned my training, occupation, abstaining from drugs/alcohol, and having no health conditions that would prohibit me from carrying and operating a firearm safely.

I got there at 1510 with five guys in front of me, nobody came after me, and I was done by 1555. I kept the passport photos in the little Ziploc from Wong's, the officer processing my paperwork seemed happy with that. The only ID I needed was my HSDL.It didn't seem like a big deal to this officer whether I had signed the papers from online in advance or not, but I made sure not to. Whoever you get may or may not care, you know how they are. As for the CCW application, it's similar to the Permit to Acquire, you'll be filling out the same stuff like your info, workplace, how fat you are, how short you are, etc. Ethnicity is a short line, so don't bother putting everything your 23 & Me said you are. I know some of you said the website didn't require all that, but things went smoothly with the route I took. Also, I opted to pick up my papers versus email, they said they're backlogged and pickup in person would be ready on time but not to expect to see the email on the first available day. Hope this helps.

What is the handgun permit? Are you guys referring to the registration paper they give you after you register? I thought HPD takes the PTA after you bring the gun in for inspection.

It's an entire diff process and treated separatly, even though some of the paperwork is the same. Since you're already there, might as well get the long gun permit.  Because if u also got a pistol PTA, then you would have to buy a pistol prior to going.  Unless you already had that planned, then go for it. Make the most out of the trip to HPD IMO.

I guess apply for a ccw for one of my pistols I already have. Less confusion. I just thought like “kill two birds with one stone” kind. Less trips. My Sigs are older like back in the early 90’s. Wanted to get something newer. My long gun permit still valid till the end of the year.

There’s a lot of people here saying the same thing but different. Yes, you need what is exactly on the list for CCW/ Open Carry, but you will also need ALL paperwork and information as if you are applying for a pistol again.

They will make you fill out the “PTA” paperwork, but it will be written with “CCW” on the top. They will also make toy sign and fill out all the mental health and medical info waivers. You will need to provide a hard copy of your currently registered handgun registration.

If you want to buy a new handgun and apply for CCW, apply for the Pistol PTA first and once you have the new handgun, register it and then go fill out the CCW paperwork. Bring everything you have because one small detail left out you didn’t know of, they will tell you to come back with it.

Point is:
1. have currently registered handgun in HI
2. have/ bring all your required docs/ pictures/ affidavits
3. Go in person with said paperwork and apply
4. Wait for either an update or contact to either approve/ modify your permit
5. Pick up permit with $10 per permit once we can do so

Because that’s the provision for CCW license. $10 made payable to the County Treasury. That’s how much each permit will cost. It’s all online in HRS 134.

Would STRONGLY suggest downloading and reading the firearm laws here. Just because we are going to get CCW permits soon, does not mean that there will be no regulations, in fact, there will be and it is okay per SCOTUS, but there are limitations that have to be in accordance with text, history, and tradition.

It is the full legal responsibility of each gun owner (especially CCW holders) to know what the laws are, be familiar with them, and stay current on them because they can change just as quickly as they can be proposed and/ or signed into law. You can google it or download straight from HPD website. Read them and learn them, because if you don’t you’ll have no excuse when your ignorance is brought into question god forbid something ever occur.

I would go ahead and just put one. Whatever you want chiefs are allowed to ask for a reason, you just don’t have to show “an exceptional need” for one. I’d put one anyway just to be thorough

He already has register handguns from 10+ years ago though, will applying for just the CCW (with no new/other permits to acquire) enroll him in rapback? Just wondering.

If his firearms are already registered, I don’t see why it matters aside from the FBI getting his info.  HPD site mentions the $44 and some off cents fee to pay (if you haven’t paid it yet - which is also the RapBack fee)  when applying for the license, so I would assume yes because they do a background check for the permit too via the modified PTA forms

Can’t answer for sure, so I’d call HPD with that hypothetical question and see what they say because nothing illegal is occurring and they can’t force you to disclose who’s asking. Worth finding out because Hawaii already has his personal and firearm info

Would be a stupid reason to not carry for me, but perhaps we share different opinions given his reg is already done

When i applied, they looked up my paid rapback date and wrote that on the app and stamped "paid" on it. They did the same for mrs.cmo's app as well.

Rapback can not be used for CCW. The law only allows it for permits to acquire and registration.

I applied along with gf for ccw on Monday and they noticed she never had "rapback" done, so had to pay her "rapback" fee (and subsequent fingerprints) in order to complete her submission. They were very thorough in making sure we had everything in order.

One thing I didn't do was complete/turn in the last page of the ccw app because we thought a reason would not be needed due to the AG's recent letter saying chief's of police should no longer deny ccw requests unless we can demonstrate a special need. They looked over our completed app and didn't question that the last page wasn't completed (we ended up keeping the first page which had the checklist of items required, turned in the second page and kept the third or last page).

I noticed what Mr London808 said about writing something in on the last page of the ccw app but I read his post after submitting. Hopefully it's not a problem.

Also khon2 news had Chief Logan report to the commission that the current tally of ccw apps is now over 140. Effectively double the initial 77 that has been reported. He also stated the he is still working with the other county chief's in establishing a standardized ccw approval process.

I was really hoping to not incur an additional 40 plus dollars on the "rapback" fee.for my gf since we were not applying for a pistol or rifle permit that day. Just the CCW. Also, no heads up on their website nor signs posted, while waiting in line, requiring us to fill out the Permit to Aquire application and the two medical forms (thereby forcing us to pay the rapback boondoggle while only starting to fill out the PTA app and med forms when we get to the counter). Lines would move faster if people were better informed.by HPD. I guess this is by design. I hate wasting my time and my dwindling resources.

Food for thought.

Washington State (Democrat controlled) has over 7.7 mil population. Their current active CPL holders number 655,000. If my calculation is right, that is 8.5 percent of their population. In the month of June, they added over 11,000 new active CPLs. I laugh at our currently paltry 150 CCW applicants. Hawaii's population is nearly 1.5 million. If just 5 percent apply, we are talking about 75 thousand applicants. How will our police departments handle this? I just wanted to apply before the frenzy.  However I do realize our leaders will try to slow roll this out and put as many requirements as possible. I'm thinking more training, interview, more fees, etc. Hopefully our CCW will eventually be renewable every 5 years like Washington State. If Hawaii sticks with annual renewal, it will be painful for HPD personnel and for us.

Food for thought.

Washington State (Democrat controlled) has over 7.7 mil population. Their current active CPL holders number 655,000. If my calculation is right, that is 8.5 percent of their population. In the month of June, they added over 11,000 new active CPLs. I laugh at our currently paltry 150 CCW applicants. Hawaii's population is nearly 1.5 million. If just 5 percent apply, we are talking about 75 thousand applicants. How will our police departments handle this? I just wanted to apply before the frenzy.  However I do realize our leaders will try to slow roll this out and put as many requirements as possible. I'm thinking more training, interview, more fees, etc. Hopefully our CCW will eventually be renewable every 5 years like Washington State. If Hawaii sticks with annual renewal, it will be painful for HPD personnel and for us.

Imagine the bassackwards policy making permits a hassle for us and their own people just to try to keep us down. Too bad it won’t work. Need to be like Florida; license expires after 7 years without renewal

Personal choice really. If you have the time and gas to take a trip to town, go for it. If you don’t wanna just waste the time or gas, I’d say wait, but just realize it’s a 50/50… 50% chance you apply and they approve and issue soon, 50% you wait to apply then restrictions are set in and the process just becomes more tedious if not harder. Granted I applied on the first day after SCOTUS ruling but I’d personally rather just apply again since the Chief mentioned just filling out the new form(s) and then attaching those to your old packet. Obviously we have no definitive answers as of yet, but just my opinion

Many are waiting. But 1 thought comes to mind, that HPD should not add more stuff to those who already submitted per as the law is currently written.  We know they or lawmakers will add more stuff later, but for now the hope is those who submitted are already grandfathered in. Logan on the radio said maybe an online form these people may have to complete before he signs apps at the end of august at the latest.  But we all know HI lawmkers and how they work.

I also know some who are holding off because being denied in 1 state may affect their CCW in another.

I would say apply ASAP if the above doesn't apply to you. The more we get to apply, the harder it will be for them to tell hundreds of people to redo. It will place a burden on HPD. Right now at least 140 have applied.  And apply for each gun that you may CCW.

I was really hoping to not incur an additional 40 plus dollars on the "rapback" fee.for my gf since we were not applying for a pistol or rifle permit that day. Just the CCW. Also, no heads up on their website nor signs posted, while waiting in line, requiring us to fill out the Permit to Aquire application and the two medical forms (thereby forcing us to pay the rapback boondoggle while only starting to fill out the PTA app and med forms when we get to the counter). Lines would move faster if people were better informed.by HPD. I guess this is by design. I hate wasting my time and my dwindling resources.

Im literally at HPD as I write this.

I just spoke to the sergeant for the Firearms Department informed him that they cannot enroll people or charge people for rapback when applying for a concealed carry license.

Who can be enrolled in rapback except by state law, it does not include those applying for concealed carry. The fee that can be charged for concealed carry is set in law it is $10, there is no option for them to charge the additional fee for the application.

They will kick it upstairs, I will not be back to HPD until Tuesday and told him I expect an answer as to what they’re gonna do then.

How would one state find out that you were denied a ccw in another state?  Is there a "rapback" version of ccw permit info shared by states?

They ask you on the form and if you lie it’s a felony (usually)

I did not know they asked you that question on mainland CCW application forms since nothing like that was asked on our Hawaii CCW application form (Have you ever been denied a ccw permit previously in any state?). Good to know.

Sounds like it will delay or cause potential issues on your CCW in another state, if you were previously denied from a "may issue" state (like Hawaii & Cali) since since most if not all were denied regardless of having no criminal record.

Problem here is that nobody knows what CCW laws and rules are and what is/ should/ shouldn’t be on the forms because nobody here is really used to carrying outside of their jobs which is generally open carry

If you do not disclose that you’ve been denied a permit to carry, they will find out more than likely

They already have a “process” in place. They are blatantly opposing the SCOTUS ruling, and the State AG’s opinion on the matter is clear.
This is denial of everyone’s civil rights.


Just put in an application, on the principle of the matter.

IMO

Next legislative session is going to be blood boiling to watch.
Elections matter, this is one that matters a lot for us 2a people.

Roger that.  I forgot and got confused.

I remember hearing some of the mainland ccw permit applications required the fee up front.  They would go to their scheduled appointment, submit the completed app, get fingerprinted and pay $50 or whatever the fee happens to be up front.

From what I understand, my parents have both SC and GA permits and they have to pay ahead of time, but only because the state require(d) they took a qualifying exam and shoot (poor GA Const. Carry) I believe

When the wife and I applied, they told her that she had to pay for Rap Back because they didn't have it on file, despite us both getting it together years ago and me transferring a pistol to her after that went through. They said they couldn't process it without at least a receipt, and wanted a marriage certificate since her last name was different. Fortunately, she had the receipt-- from 2016, any married man here knows nobody holds on to something like a wife! She took a pic and emailed it to the officer who said they'll accept it. We didn't know about Rap Back when we applied so we couldn't contest them about requiring it, but I guess we'll find out come August 1st.

I thought your comment about nobody being enrolled in rapback was made in jest because when my gf and I both went in to apply for CCW, she got flagged for no rapback (I didn't get flagged since I did mine a couple of years ago).

So its possible we are enrolled or maybe they have a database tracker of people who paid for rapback but are not enrolled (because nobody is enrolled).

From my foggy recollection, my original one time charge and fingerprinting required the old ink pad and paper. Then rapback was implemented and required a second one time charge and fingerprinting. This time they started using a modern fingerprint scanner. No messy fingers.

They should have noticed her fingerprints were scanned in their system with date completed  (thus proving she paid for rapback).

Unless the fingerprint scanner was already deployed and in use pre rapback.

I seem to remember getting the inked version of fingerprinting, but watched as some in line at the firearms section were taken into the doorway of the records section and had their fingerprints scanned.  I assumed that was for out of state registrations, but it might be something else.

Last time I had ink fingerprinting was more than 10 years ago on a fingerprint card and I had to do them myself at the station. That was also for something not related to firearms registration or a crime. Every time since, it was laser fingerprinting.

Well, it doesn't matter as we both got the same letter telling us everything is on hold until they look into the matter a little more, i.e., "we need time to BS something that'll fly under the radar for HIFCo's lawyers."
