He was on drugs. We were working at a house trimming trees and taking a break when he came up to us and asked, who wants to ascend to heaven. I grabbed my cane knife and he approached one of the guys and asked, you want to go to heaven? I was thinking a yes answer would have him trying to kill you. When my guy said no I like it right here, he dropped to his knees and was bowing to my worker. That's when 3 cop cars came up the street and when they stopped by us and got out, he took off running down the street. Two chased him on foot and one with his car. He ran back down toward us when they caught him and I watched them beat his ass from less than 20 ft away. I must praise the HPD response time because it was only about 5 min earlier when I heard a woman scream and yell at him about 7 houses down the road and saw him running out of her yard.

This took place on Kilauea Ave, about 5 blocks above the Kahala Mall. Location probably had a lot to do with the fast response time.

Thanks for your interesting story.  Pretty crazy how things like this can transpire in front of your very eyes. Good thing he was mento and not a killer.

A friend of mine actually called the Kailua PD and asked about carrying his Cold Steel Kopis machete.  It had a 19 inch blade.  The cop told him there is no blade limit. He asked what about the Cold Steel katana? Cop just repeated no blade limit.

I thought there was a blade length limit carrying outside but maybe I am thinking of folding pocket knives?

So open carry fixed blade swords are legal to carry?  Doesn't sound right but I am uninformed.

I have a 26 inch expandable baton but I wouldn't carry it. I personally witnessed 3 cops hit a guy with the batons about 6 or 7 times and he didn't go down.  They then just piled on him to get him to the ground and handcuffed. While he was face down and 2 cops were putting on the cuffs, the 3rd one hit him in the back of his legs about 4 or 5 times.  One hit from the sap to the head would have taken him out, but too much force could easily be fatal.

Interesting.  i realize they can be heavy to carry, but I like the extended reach and if struck to someones head could be fatal also?

Were the cops hitting only his body and not the head to avoid use of possible deadly force?

I do like the sap. Seems lightweight and easily concealable. Don't have one but may look to purchase.

Enrollments as in RAPBACk or you talking about permit to acquire. If it's PTA, then I agree, usually they got lots of time. 2 weeks is more than enough.

I am referring to enrollments in rapback since they have not enrolled anyone pre covid (per FOIA by HIFICO) and its now been two more years to enroll us into rapback or give us all a full refund for services not rendered (that was never asked for and was forced on us by our gov).

Maybe the PD could just look up her name in the list of gun owners actually enrolled in RAPBACK to verify she's there.

Oh, wait!  That won't work, since nobody who paid is enrolled!   

I thought your comment about nobody being enrolled in rapback was made in jest because when my gf and I both went in to apply for CCW, she got flagged for no rapback (I didn't get flagged since I did mine a couple of years ago).

So its possible we are enrolled or maybe they have a database tracker of people who paid for rapback but are not enrolled (because nobody is enrolled).

Question:  Will those of us who paid the "one time" fingerprinting fee before Rap Back qualify for a full payment of the second fee taken from us after Rap Back?

If Rap Back was the justification for requiring a second "one time" fee, and Rap Back is no longer a valid, then anyone who paid the original fee should be getting a 100% refund of the second fee.  Correct?

 

I remember when rapback was first implemented by Gov Ige (Late 2016?) and being upset about the additional $44 dollars and refingerprinting after already having paid the original one time fingerprinting fee years prior (had to bring exact amount in cash and coins). I was pissed and decided not to buy anymore firearms but my boycott lasted maybe 2 years before i gave in. lol

I think they can still legally require the rapback fee for new firearm permits and registrations so we are out of luck on refunds regarding Flapp Jacksons question. 

Unless London808 has anything to say about it.

Yesterday, it was brought to our attention that HPD is (illegally) charging some people $43.25 just to apply for a concealed carry application.

We don't know how many people have fallen victim to these scheme, and likely never will. We did speak to the police department this morning and expect to hear their explanation on Tuesday.

If you have been charged this illegal fee, do reach out to us. It's likely that our lawyers would be interested in hearing about it.

I already mentioned to you in a previous posting that my gf was charged for "rapback" even though she only applied for a CCW permit (and she has a registered revolver from years back).

We were taken by surprise (as well as having to fill out the Permit to Acquire form and medical waiver forms when we got to the front counter) and I didn't want to argue with the male officer who was processing our app. He repeatedly asked his female officer counterpart to check my gf's status on "rapback".  Something must have flagged on his computer since he didn't question me but questioned my gf.  Didn't bring any cash so I charged it.

I'm cheap so I'm not pleased having already forked over $33 dollars at Walgreens for 2 sets of passport photos (me & gf) and now this $44 "rapback" fee for my gf.  Don't they already have our photos at HPD? I recall a couple months ago having taken a picture in the Permit office side, looking up at the camera and getting my picture taken (permit for gun purchase).  My gf also had her picture taken this past Monday at HPD while applying for our CCW.  I wouldn't be surprised if our issued CCW id card wont even have our photo on it.  I have seen a few CCW id cards from the mainland with no photo.
