Thus the 1600 permit applications represents 0.05% of the population. Extrapolating the numbers to even the 40th ranking state in concealed carry permit percentage OF 0.96% (19.2 TIMES the rate of San Diego applicants) that would mean 19 to 38 YEARS to get your permit if you are at the end of likely minimal length list and they don't seek and find the funds to hire more staff to process the applications. I think that'd merit another lawsuit... of course that litigation might take that long to get resolved anyway Peruta was filed in 2008).):
Even under the new, less restrictive guidelines, applicants would have to pass a background check, be of “good moral character,” not be a felon, complete a firearms training course and pass a shooting test. The process usually takes a few months, Gore said.
