I think Koko Crater and Koko Head are two different places.  But anyway, my son plays baseball right on the other side of the range and I can tell you that there are accidents on the trail at least once every 2 weeks or so, if not more.  Lots of tax dollars being spent on those helicopters flying up and down.  I've seen helicopters involved at least 6 times in the past year, and that's only the days I'm there.

I could be wrong but Kokohead Crater is where the shooting range is... it's right behind Kaiser High School and usually has the graduating year painted on the side of the mountain.  Kokohead is more to the...right (if you are coming from town side).  Kokohead is where Kokohead Elementary is, and hosts a number of Portlock homes.  Hanauma Bay is right behind Kokohead.  Anyhow, that's how I learned it growing up in that rea.

The trail does need some improvements.  I'm surprised that no one fell through the "bridge" area... they need to beef that thing up a bit.  More so, that's a lot of "knee" damage coming down the mountain if you're like speeding down that thing.  I went up once... I was really out of shape and it took me forever...hehe.  Be kinda fun to have a 2aH hiking day... see how we feel being up there with folks shooting down below (totally safe imho).

I've never done the hike but I have heard about that treacherous "bridge" area. As for a 2aH hike, we would feel extremely jealous of the people shooting comfortably down below as we sweat in the hot sun.

I've done the Koko Head "trail" many times.  Haven't gone lately, but yes, portions of the bridge is beat up.  Last time I went, I think it was in March, there were many new timbers installed, replacing the tattered old ones.  There's also a side trail where you can bypass the bridge.

One of my friends dropped his keys when he was going over the bridge.  He said about 15 people or so stopped to help him look for his keys.

I've never felt unsafe on the Koko Head trail while the range was hot.  The gunshots are quite loud when you're near the start of the tracked portion, but not that much after the bridge.  It is quite close though.  I think someone ranged is as about 600 yards from the rifle range.

That bridge is sketch, walked up it but not down. Took the path around. People are shooting in the opposite direction as the hike, not sure how/why people (how many?) are complaing.

Here an update article I read in my HHAA news letter.
KOKO HEAD SHOOTING COMPLEX UPDATE (as of May 2012) * Submitted by DARRYL CHOY

Currently, a rash of rumors has been circulating regarding the City Administration's plans for the Range. Most of the rumors are negative to shooters and unconfirmed. What is known to be proposed is the hourly organization fees and individual user fees mentioned in prior newsletters. All of these appear to be shelved for now and are all (including any Range restrictions) subject to public hearings if actually and formally proposed.
What is confirmed is a discussion at City Hall regarding funding to replace the damaged Rifle Range roof and conduct other Range repairs. Additionally, on May 9, 2012, the City Council, with a 9 to 0 vote, adopted Resolution 12-93 that urges the City Administration to develop a public and private partnership for the operation and maintenance of the Koko Head Shooting Complex for a minimum term of 15 years. This proposal has both negative and positive effects on the relevant organizations and the individual shooter.
On May 29th, the Hawaii Kai Neighborhood Board listed the following as a new business agenda item:
At the meeting it was alleged that two homeowners discovered bullets on their roofs when photo voltaic systems were installed. The "age" of the bullets was not affirmed. The
discovery was reported to the police, and the report indicated they were military- or law enforcement-type bullets. One homeowner was concerned that the police never got back to him. Also mentioned was the very old report of bullets discovered at Hanauma Bay. At one point, the Board discussion became a bit heated and Chair Greg Knudsen was asked to step down as chair since the Range appeared to be his personal pet peeve. He finally acquiesced for that agenda item, and the meeting continued. Approximately 15 shooting sport devotees attended the meeting. About five testified and pointed out that the Range is safe. One said he felt safer at the Range than on the highway.
Chair Knudsen concluded that he was not trying to close the Range and just wanted to improve its safety. However, this was contrary to how it appeared at the start of the meeting. The outcome was a Board request that Park Director Cabato meet with all of the shooting-interest clubs to discuss realistic safety issues. But unfazed by the lukewarm support from his Board on Thursday night, Knudsen held his own press conference on May 31st which broadcasted on Channel 9 News. He continued his claim that the Range is dangerous, and again stated he doesn't want to close the Range. This is disingenuous at best.
The Board meeting agenda and minutes are available on its website, and the meeting can be viewed on the Olelo Channel. *****************************************************************************************************************

So to me this means there will be fees.  You cannot have a private run for free.  Even if it's a not profit, the workers need to be paid.
