When it comes to certain jobs, and education is in this category IMO, the compensation should be merit-based.
Offer a good compensation package, with top healthcare, retirement fund matching, etc. But, the base salary should be at a nominal level.
Then add incentives based on measurable performance. Schools are judged by the number of students getting good grades on standardized tests, achievements in academics, sports and extracurriculars, scholarships earned, and acceptance into top competitive colleges and universities.
Using these and similar criteria, bonuses can be added to the Superintendent's compensation if those criteria are met or exceeded. The better they perform, the better their income.
We hear all the time about how this school is in the top 5% of the nation, and others in the bottom 5%. The Super should be looking to make all the schools in his control top education centers. That means replacing weak teachers, setting standards, allocating resources/funding, identifying problem areas and solving them, etc.
Too often someone with 30 years experience gets a very nice salary, and they are focused more on keeping their job than on making improvements.
