Hawaii is behind in the country for animal welfare and cruelty laws. If a perpetrator performs bestiality (animal sexual assault), they only get a misdemeanor offense. Only if the perpetrator commits a second act, is there a possibility for a felony, I believe. There's absolutely no concern for the physical and psychological harm to the animal and owners.
One of the commentators said that this shouldn't be reported to the authorities and news; however, that's a naive understanding of the nature of this serious crime. The offender is seriously mentally deranged. Those who commit animal abuse and bestiality are much higher risk of violent sexual crimes against children and the public. They're a threat to the community; Think of Jeffrey Dahmer and Ted Bundy -both started as animal abusers as teenagers and turned into deranged, sicko monsters who were cutting off women's heads, placing them on their fireplace mantles, and having conversations with them. Both started off torturing small animals, then progressed to sex with animals, then torturing and murdering people, and then having sex with dead bodies.
Furthermore, the FBI is encouraging the public to report animal abusers. They started keeping national databases to assist in the prosecution of repeat offenders and those who commit other ancillary crimes to protect the public.
