Whats wrong with Big Island people.  Nothing better to do?

I wonder if cat rape is considered a crime of violence for gun possession.  I didn't know there was a HRS for this kinda stuff.

I mean, I care about cruelty to animals and all that but, ummm.....isn't there other animal agencies that can handle this?

When I think of all the problems out there and then I think of Cops investigating something like this......

Animal cruelty is against the law, as well it should be.

LE is the appropriate investigation agency.

HI doesn't have an animal control agency like many states/counties in the US.

I called the Humane Society to ask who to report an incessantly barking dog that makes a constant nuisance of itself every time the owners leave it outside and they aren't home.

The response:  Call 911 and report a non-emergency.  An officer will do the report and contact the owner that there's been complaints. 

After the first contact, the police will contact the Humane Society.  They will then send a worker to talk to the owners about ways to get the dog to stop barking when left alone -- frequent walks, a safe place to be/lie down like a dog house, leaving food and water where it's accessible, etc.

On the third complaint, the dog will be picked up by the Humane Society under existing nuisance ordinances.  Hopefully it can be adopted, but that's never guaranteed.

Hawaii is behind in the country for animal welfare and cruelty laws. If a perpetrator performs bestiality (animal sexual assault), they only get a misdemeanor offense. Only if the perpetrator commits a second act, is there a possibility for a felony, I believe. There's absolutely no concern for the physical and psychological harm to the animal and owners.

One of the commentators said that this shouldn't be reported to the authorities and news; however, that's a naive understanding of the nature of this serious crime. The offender is seriously mentally deranged. Those who commit animal abuse and bestiality are much higher risk of violent sexual crimes against children and the public. They're a threat to the community; Think of Jeffrey Dahmer and Ted Bundy -both started as animal abusers as teenagers and turned into deranged, sicko monsters who were cutting off women's heads, placing them on their fireplace mantles, and having conversations with them. Both started off torturing small animals, then progressed to sex with animals, then torturing and murdering people, and then having sex with dead bodies.

Furthermore, the FBI is encouraging the public to report animal abusers. They started keeping national databases to assist in the prosecution of repeat offenders and those who commit other ancillary crimes to protect the public.
