Seems like he is cooler than the Fonz.  Trade craft 101 here.  Someone who's going to shoot people, doesn't pay off their $100,000 marker the night before.

I wonder how much of this is edited, seems like the FBI had lots of time to create a video.

Maybe after spraying the crowd, he figured he had time to pick targets 1 by 1.  Apparently, he's Jason Borne, so he would be able to with no windage adjustments needed.

he might have been trying to create a diversion by shooting at the fuel tanks at the airport
