Somehow, it reminds me of the experiments with spiders on psycho-active drugs. The "sane" spiders spin nice, regular, organized webs. The "insane" ones build webs which are all helter-skelter and show poor workmanship. Or workspidership.

It's as if the spider starts a task-component, forgets or blanks-out where it was in the project, then starts over at another component:
"Now where was I? Oh, I've got to put a strand, like from here to, like, over there, somewhere... now, where was this strand supposed to go? Oh, I guess, like, here, maybe."
I wouldn't want to overgeneralize this to human populations, like legislative bodies, but did you ever notice how the final forms of laws come about?
