Make/Model: Chinese
« on: August 23, 2013, 10:05:03 AM »
Just wondering if anyone else experienced this or if there just messing with me at HPD.  ( Good fun kine though )

I registered a gun, a Norinco. but it doesn't have Norinco stamped on it. Just the model no. and the importers name.
I told them it's a Norinco.

HPD looked it over and listed Make/Model as Chinese on the registration.

I thought this was hilarious.

Wondering if anyone else had a similar experience.

With AK's, they always do that.

They lost "Chinese" or "Russian" instead of Molot or Polytech or Norinco.

I don't care what they call it.

The serial numbers match so I'm good.

Is that because none of the manufactureres stamp their names on them ?

Springfield XD is made in Croatia, but it's not registered as Croatian.

Taurus is made in Brazil, but it's not registered as Brazilian.

Mine says IAC Billerica on it, which I believe is the importer. Why would it not be registered as an IAC Billerica ?

Like KK said :
I don't care what they call it.

But it's comical. I actually had to laugh.
Even gave the guys behind the window the business about it. ( Jokingly of course )

What make and model gun you got ?
It used to be a Norinco model M-99 but since I registered it, it's a Chinese model 99.

Mosin-Nagants were produced by the Russian government, not a company, with the relatively small exception of two American makers who were contracted by Russia to produce them:

Quote
In 1915 the Tsar’s government ordered 1,500,000 M1891 infantry rifles and bayonets and 100,000,000 rounds of 7.62x54 mm ammunition from the American firm Remington-UMC, and an additional 1,800,000 of the rifles and bayonets from another American company, New England Westinghouse.

Since many AK, Mosin, SKS and other model rifles were made by government-owned arsenals, there's no company name to put down.  So the HPD lists the country of manufacture for the receiver.

Even an Arsenal SGL26-61 AK-47 (just bought one) has a receiver made in Izhmash, Russia, but the majority of the other parts are US made or imported from elsewhere.  Although the parts which comprise the gun are sufficient to make it an "US Manufactured Firearm", the primary part, the receiver, is still Russian.

Quote
******* REQUIRED US MADE PARTS INFO FOR AK-47 & AK-74******
LIST OF PARTS NEEDED FOR YOUR POSTBAN OR PARTS KIT BUILD TO QUALIFY AS US MADE
The 1994 AWB has sunset but there are still other laws and ATF rulings in effect that we must abide by when building an AK-47, AK-74 parts kit or any other rifle kit.

178.39 Assembly of semiautomatic rifles or shotguns.
(a) No person shall assemble a semiautomatic rifle or any shotgun using more than 10 of the imported parts listed in paragraph (c) of this section if the assembled firearm is prohibited from importation under section 925(d)(3) as not being particularly suitable for or readily adaptable to sporting purposes.

(c) For purposes of this section, the term "imported parts" are:

(1) Frames, receivers, receiver castings, forgings or stampings
(2) Barrels
(3) Barrel extensions
(4) Mounting blocks (trunions)
(5) Muzzle attachments
(6) Bolts
(7) Bolt carriers
( 8 ) Operating rods
(9) Gas pistons
(10) Trigger housings
(11) Triggers
(12) Hammers
(13) Sears
(14) Disconnectors
(15) Buttstocks
(16) Pistol grips
(17) Forearms, handguards
(18) Magazine bodies
(19) Followers
(20) Floorplates

Also keep in mind the assault rifle features as defined. The bayonet lug, threaded muzzle, folding stock, etc can now be used but *YOU MUST HAVE THE CORRECT AMOUNT OF US MADE PARTS* If you have any of these features and not enough US Made Parts on your parts kit build, you will not be compliant. Make sure you comply with the law 100%. I know sometimes some of the rules and laws regulating firearms and AK-47 parts kit builds may seem silly but we must follow the law to the letter as good citizens always do.

.(30) The term "semiautomatic assault weapon" means --
(A) any of the firearms, or copies or duplicates of the firearms in any caliber, known as --
(i) Norinco, Mitchell, and Poly Technologies Avtomat Kalashnikovs (all models);
(ii) Action Arms Israeli Military Industries UZI and Galil;
(iii) Beretta Ar70 (SC-70);
(iv) Colt AR-15;
(v) Fabrique National FN/FAL, FN/LAR, and FNC;
(vi) SWD M-10, M-11, M-11/9, and M-12;
(vii) Steyr AUG;
(viii) INTRATEC TEC-9, TEC-DC9 and TEC-22; and
(ix) revolving cylinder shotguns, such as (or similar to) the Street
Sweeper and Striker 12;
(B) a semiautomatic rifle that has an ability to accept a detachable
magazine and has at least 2 of --
(i) a folding or telescoping stock;
(ii) a pistol grip that protrudes conspicuously beneath the action of
the weapon;
(iii) a bayonet mount;
(iv) a flash suppressor or threaded barrel designed to accommodate a
flash suppressor; and
(v) a grenade launcher;

With laws like this, and the resulting "Franken-guns" that are sold here, is it any wonder the officers at HPD just take the country where the receiver was produced?
