Doesn't make sense...

Today I called the police to report about a guy jogging up and down my street in front my house with a syringe in his mouth and taunting me. He is mentally unstable and the officer did confirm that, and there has been complaints against him wearing syringe earrings among other things, but they could do nothing since he did not break the law. He said that he just wants attention and they told everybody and me to ignore him. I thought it was costume jewelry he was wearing, so I brushed it off.  Later this evening, I found a real syringe behind my car.  I am not so much worried about my safety, but there is an elementary school right around the corner and kids walk past my house everyday. Who knows if that needle is infected with HIV!!  When my niece came home later, she told me she saw him shooting up.  The news tells you to report suspicious activity, but nothing gets DONE!!!  Guns aren't  the only way to kill people!!  I am going down to the police station tomorrow and see what can be done because hind sight is 20/20....

Get video of him, Taunting or not.

Take a picture of the evidence if you didnt discard it.

 Write down a log or journal of incidents.

You need to explain what "taunting" entails.  He needs to be actually breaking a law, or deemed dangerous to self or others in order to get a court order like an MH-1 or MH-3 to have the police take an individual in for a psychiatric review.  This needs a lot of splainin on your part or others.  Yes having a nut job around is a PITA, but being crazy is not illegal.

Yup use the news.  Funny how if one exposes this situation via the news the cops quickly moves on the problem.

hope you got a gun just in case that nut job comes at you with a needle with HIV/aids or HEP C (ok hep c is curable but cost about 250k).

Today I talked to the police and was pretty much told what surf said "crazy is not illegal".  You can walk around with syringes in your arm if you like.  As for syringes in front my house the response was " hopefully the parents educated their kids on not to pickup any needles".  All they can do is try to persuade him to get psychiatric help.  What a joke!!!   :wtf:

he isnt breaking a law unless they catch him publicly intoxicated or with drugs.  sorry.

this goes both ways.  you cant say just because someone has something related to a possible crime, and acts crazy, that he should be arrested.  how many people in hawaii would say you act crazy for owning guns?

Question.....  Since this site is geared around a fundamental right, be it constitutional or perhaps a basic human right and the membership here tends to be on the side of preservation of a persons rights, what would you suggest as a solution to this problem or a proposed course of action that could be implemented by law makers and enforced by LE while attempting to preserve a persons civil rights?

I think the laws in existence are adequate, thedifficulty is interpretation and enforcement. "Acting crazy" is such a broad description and interpreting it one way or the other can trump one's 1st amendment rights. As long as this actor is not encroaching on another's rights he/she should be fine. He/she is not endangering another or him/herself that person is fine to act whatever crazy they want.
