With the government shut down, I guess DC LEOs have to ensure the safety of the city .... by harassing people peacefully visiting a static memorial to pay honor to our fallen heroes. 

This is just like when Obama stopped WH tours and blamed it on HIS sequester. 

Look up the Washington Monument Syndrome.  These fools in power take the most highly visible and popular government attractions and either threaten to, or actually do, shut them down to "punish" law makers for cutting budgets or reducing funding increases.  That way the public is more directly impacted, and the ripple effect it creates leads to Congress.  They hear how it's not right to shut down these symbols of our nation's government and history. and thereby decide to not cut that agencies budget.

The games just never stop with these elected clowns!!
