Long story short.  My uncle lives in texas, and during the last AWB panic, bought something like 10 lower receivers.  He realizes now that's more than he ever needs, and is going to give both me and my cousin one next time he flies down here. 

What I want to know, is how do I go about registering this at HPD without having a receipt, or proof of transaction?  Do I just say it was a gift from a mainland relative, or do they need some sort of proof?

Why not just post the reply so everyone who does not know, like me could learn something.  How is this any different from someone heading over to the mainland on vacation and purchasing a firearm from someone face to face like a relative or long time friend?

Tell them to run it as an out-of-state registration. If they ask where you got it then tell them your uncle brought them in person from Texas. It would be even better if he came with you when you register the lower, he can bring his invoice from the Texas gun shop to show definitive proof (highly doubt they will ask). You will have to fill out the paperwork as if you were applying for your long arm permit, but they will run the instant background check and the serial. Takes a bit longer, but this is the process that has to be done every single time for a C&R firearm registration, or a registration of an firearm purchased through the CMP. Nothing special, the HPD guys are used to this.

I acquired a rifle from an islander who had purchased it before long gun registration was required. I simply took it to HPD, told them who I acquired it from and then registered it just like any other long gun. If you can't get any definitive answer here or elsewhere, I would try that. If it doesn't work, HPD will tell you what you have to do.

I believe any new acquisitions of a firearm after the registration started require registering.  Of course you could not register any firearm you get.  I guarantee you there's plenty of unregistered firearms in the state, from people who simply don't know you have to register or just don't want to.

Many of the military personnel I worked with in the past didn't register while on their tour here in HI-they lived on Federal property so they figured that HPD wasn't going to come knocking. Despite having an assault weapons ban, California is flush with un-registered AW's (or people who bought them legally and never registered them).
