how do we know these bullets are not coming from the jackasses which are finding them or people that are shooting in to the air randomly (hey, with the population exploding in Hawaii and with the ban on fireworks, more and more people are shooting in to the air for fun on new years and 4th of july)?

We don't have to know because these people have successfully put the public safety issue in the spotlight.  Can anyone say with 100% certainty that a bullet and/or bullets have never left the range area?  As long as there is even one it presents a problem.  And once someone who would like to see the range closed puts it in the spotlight, well you can see the results because you can't shoot your rifle today.  So go ahead and ask them to prove it while you are waiting for the range to re-open, if and/pr when it does.
