Here is what I wrote, hope it will give you some good ideas on what to write.  Please write something personal to you, or change it up a bit so that they don't think it is some bot or 'hawaii firearm lobby'.  If it is more personal then they might consider it a little harder.  Also, try to be polite, if can.  No one likes to be scolded.


Hello Honorable Council,

I am not sure if you are aware of this, and I am not sure of who to contact or what to do about it.  The city and county of Honolulu has SHUT DOWN the only public rifle range on the island of Oahu.  This range serves the entire island.  There is no place anywhere on this island where the public can exercise it's 2nd amendment right to bear arms. There is no other place the public can zero their rifles for hunting, no other place to practice good marksmanship, there is no place for people to practice safe firearms handling skills with live fire. I had been announced that repairs to the backstop would be commenced and the range would be re-opened by January, however work has NOT EVEN BEGUN, and it is unsure of when, if ever, the work will be done.  This attack on the rights of our citizens is NONSTOP.

This is an unsafe and unacceptable condition.  People need to have an area that can be used for practice and zeroing of rifles.  One cannot go out into the field hunting with a rifle that has not been properly sighted and practiced with.  It also would be a concern of dispatching the game animal humanely and quickly.

Please, if you can give me any ideas on how we can get the city and county to re-open the range, or even convince them to open more ranges on this island.  We pose a special consideration, if there is no open range, we cannot just simply drive to an other locale to exercise our rights.

Please let me know any options that we can consider.

Hello,
The closure of the only public range on island was to make emergency repairs.  These repairs have progressed in a very non-emergent fashion.  This is the only public place that Oahu residents are legally able to exercise their 2nd Amendment right.  Please see that repairs are done quickly as promised, as it seems to be stalled. 
I would also love a public range on West Oahu, but with the lack of support for Koko Head by the State, I doubt it will ever happen.
 
I wonder how fast repairs would be made if it was the only public golf course on Oahu instead of a range ?

Thank you for your email.  I appreciate hearing your concerns.  Coincidentally, before the rifle range was closed, I asked the Director of the Dept. of Parks and Recreation to take my staff and me on a tour of the shooting range facility so we could see the conditions for ourselves, and also to address a list of concerns, including operations and safety.  These concerns were brought up last year and I wanted to get an update on the department's progress.  I was shocked to find out several days later that the rifle range was closed for safety reasons.  And now, I am even more shocked to find out from you that there are deeper issues that may delay or even prevent re-opening of the rifle range.  The Council has thus far not received any communications from the Administration about this situation.  My meeting with the Director is scheduled for Jan. 13 so your information is timely.  Although I do not own any firearms and I am not a firearm enthusiast, I fully understand the issue of constitutional rights and our responsibility to properly maintain and operate the shooting facility so I am very concerned.  I will be holding the Administration's feet to the fire to expedite necessary repairs and operational improvements.  I will also encourage the Administration to pursue more vigorously greater collaboration and partnerships with the firearms community.

Councilmember Anderson asked that I follow-up with you, regarding the status of theKokohead Shooting Range’s closure.  We have made an inquiry with the Department of Parks and Recreation (DPR) regarding the timetable for re-opening of the closed area.  As soon as we receive a response from them I will follow-up with you.  As far the possibility of establishing another public shooting range, somewhere on Oahu, this is an issue that the Council has previously discussed with the administration and the underlying issue, as with most things, is the cost.  A few sites were identified as having the physical characteristics necessary to support a new facility but would require significant capital investment that the City currently does not have.  Hopefully, in the future, the City will be able to develop additional locations but until such time as there is sufficient funding we are limited to the one site at Kokohead.

 

Again, once we receive a response from the department I will follow-up with you.  If you should have any additional comments or questions, please do not hesitate to contact me.

I am writing to ask your help.  As you are hopefully aware, the rifle range at the Kokohead Shooting Complex was recently closed due to safety concerns.  Whether these concerns were warranted or not, "emergency measures" were approved to get the range repaired and operational again.

So far, the only portion of the repairs to be undertaken is the piling of materials in the adjacent silhouette range, closing that as well.

You surely understand that there is exactly one public shooting facility on the island of Oahu.  Although it contains several areas, each customized for a specific type of firearm and a specific sport, there is exactly one rifle range, which remains closed.  There is one metallic silhouette range, which is now also closed.

This is obviously unacceptable.  The KHSC is the most utilized of all parks on the island if not in the state.  There is no alternative location for people to utilize.  Please take steps to ensure that these emergency repairs are concluded expediently and that the range is reopened.

I got the same response from Breene.  However, it came within a few hours of me initial email, well after business hours.  So I wrote back, inviting him to come play:

Thank you for your timely reply.  I appreciate you looking into this and your understanding of the situation.

If you would like, I will be happy to take you out shooting some time.  I am an NRA-certified instructor, and a longtime volunteer with Lessons In Firearms Education.  Although I'd like to think you'll have a good time, even should it not turn out to be your cup of tea, you would be better informed about KHSC, its use, and the wide range of cultures of the people who frequent it.

Thank you for our offer.  Sometime in the future I may take you up on your offer to meet with you to learn more about the use of the facility from a user and expert point of view.   However, I will pass on the shooting part.  I must admit that I personally don't like guns and I prefer not handling them, but I understand that I cannot impose my view of guns on others.  As an elected official, I will fully uphold and defend the rights of our citizens to bear arms, and thus, ensure that the City shooting facility is re-opened to the public as soon as possible and needed repairs are made and operating hours extended so that firearm owners can adequately practice and be trained.  And a related matter is following up on last year's discussion with HPD on making improvements to the firearms registration process.  Last year the Council asked HPD to open additional registration sites but HPD said that was not feasible due to space and personnel restrictions, but instead agreed to look at streamlining the registration process.  I need to follow up with HPD to get a report of their findings and plans.

Now, while I don't know anything about this guy's voting history, I have to say I like what he says here.  Despite not liking guns, he says that not only will he follow through on my request, he even brings up other matters that he wants to pursue.  If we take his response at face value, then we need more people like this in office.

Talked to the pistol side range master, he said repairs to begin monday.  But he also said that 'they' didn't specify which monday the repairs would begin...  next month, next year, next life. ...  who knows?

Shooting Sports Hawaii just posted a missive on Facebook, claiming information from Mike.  Lots of info, but here are some salient points:
-repair work is stalled pending environmental concerns;
-repair work is for the 100 yard line only.  When the range reopens, only 100 yards targets will be allowed;
-no steel targets allowed;
-most shooting positions will be restricted to bench only.
