Shooting Sports Hawaii just posted a missive on Facebook, claiming information from Mike.  Lots of info, but here are some salient points:
-repair work is stalled pending environmental concerns;
-repair work is for the 100 yard line only.  When the range reopens, only 100 yards targets will be allowed;
-no steel targets allowed;
-most shooting positions will be restricted to bench only.


So basically, the rifle range will be more boring than ever!  SMH...  IF IT EVER IS REPAIRED.

We need a new public rifle range on Oahu!  City should procure an old cane field next to the mountain in central Oahu, make a REAL rifle range(1K plus with pits and set up for competitions etc)

I have not got any other replies from the other council members.  So I guess they do not care about what we shooters require.

Why not open the range to calibers less than 30 cal (or some power limitation) in the meantime since not all rounds could even physically possibly reach the residential areas in question?

I understand (sort of) the guilty before proven innocent attitude in the name of safety, but how about an actual attempt and update as to the investigation on whether the bullets came from the range, via ricochet or otherwise?  If not a ricochet (which physics suggests is unlikely), the safety changes while all well and good, probably aren't really truly an improvement in preventing large caliber negligent discharges into the air.

Taking away shooting at 50 yards is even worse to me than not being able to shoot at less than 25 yds at the pistol range.  Whatever the original design considerations were, how about some common sense in realizing that with the right guidelines this can obviously be done safely.

Anyone think I'm missing something?  I'm trying to figure out the logic behind the rules that they have, but think there are superior alternatives out there to these additional senselessly restrictive rules.  Very upsetting.

Isn't C&C in violation of State law regarding a designated place for the public to be adequately trained and proficient with their firearms so as to legally comply with State law directly relating to firearm ownership as the law is currently on the books?  Yes there ARE other shooting ranges on the island but NOT that are available to the general public as Kokohead is appointed as the designated dedicated public range facility.  Schofield Barracks, Iroquois Point, MCAS Kaneohe and probably the Boy Scout range at Pupukea if you are content with 25 yards....but those are ALL private facilities and NOT open to the public on a regular basis.  SHouldn't somebody consider the possibility of filing suit or even just the threat or inference of such might get some people off their dead okoles.....just sayin....

problem is, common sense went out the window a long time ago
the reason they are going back to the original design considerations is that if they go beyond the original design and something goes wrong, the city is LIABLE

There was a discussion which FunTimes was involved in some time ago, can't remember if it was here or on the FB page.  It came up during that discussion about being able to comply with the requirements of the law that he was challenging regarding the "may issue" denial even though he (by my estimation and reasoning) had a "valid reason or cause" and should NOT have been denied.

In essence, the state law requires citizens owning firearms to be "competent and proficient with safe use" with firearm(s) owned and prohibiting use of a "public access" range facility would preclude such a "requirement" on citizens as they would NOT have a State sanctioned facility in which to do so.  If the State "in effect" prohibits use at a public access facility, then citizens would not have a reasonable opportunity to comply with the "competent and proficiency with safe use" conditions required by the law.  Those with military affiliation have access to range facilities but that is NOT the general public nor the majority of the population base that has opportunity to legally purchase and own firearms (in state).

Wonder why they didn't just "stage" the sand in the rifle range area instead of block the silhouette side.

Probably couldn't get the dump truck on the rifle range, don't think there is any roads or access for vehicles unless they tear down the berms or walls.

I believe .223 has a maximum range of 1.5 miles, so could go over the mountain.  Even 22lr could go 1.5 miles, if you believe the writing on the ammo box.

Have you asked the mayor why they haven't just considered filling the entire range to make it level, so that people can shoot at closer ranges?

i don't want to disappoint you, but i don't get to "ask the mayor" much at all
the military term is "above my pay grade"
i hope to get some facetime with key players in the next week or two, and i'll report what i can

that said, filling in the entire range is one of the possible options
i think there are drainage issues involved, as shown by the river that forms in the low spot just past the benches when it rains
another option is having a raised target area like at the pistol side
targets must be raised to a height where the bullet impact will be in the middle of the berm, so that's a pretty significant distance the targets must be raised
i think the main goal right now is to restore the berm and get back the 100 yard line, and build the eyebrows, then figure out what to do about the 50 yard line
the range was only designed for 100 yards, and it may have to stay that way because of time/cost factors

like i said, i hopefully will have things to say over the next few days/weeks, but i cannot promise anything right now
