Honolulu City and County Council holds hearings on the City Budget this week.  On the Agenda for Thursday, March 13, is the City's Parks and Recreation Department Budget.  There is an item for planning, design, and construction of capital improvement projects for Koko Head District Park, including further safety improvements to the ranges, starting in 2014 and continuing through 2018, with over $1 million asked.

To design and construct master planned improvements including construction of the Goeas field comfort station and base yard.
Design and reconstruct the baseyard.
Design and construct a comfort station at Goeas field.

It doesn't mention anything about KHSC.
Or am I missing something ?  ( maybe that's 2013 budget proposal ? )

Worse, could this be improvements to the trail head of the Koko Head Staircase trail ?
If I'm not mistaken ( according to online reviews as I've never been there ) the hike starts behind Goeas field and hikers park behind Goeas field.

Actually legitimate concern. Not just trying to cause trouble.
And my link might old, does anyone have a link to the current budget item description so we can review the actual project  ?

yes, it is an actual item on the budget
don't know how you can find the item, but it is there
was going to be $700k or so, so over a million is better
gonna take more than that to do everything needed, though
