Looks like you would need to go to the manufacturer for the receiver. Once it's declared as a shotgun frame then you would have no chance of making a pistol out of it?

question 18 of the 4473 specifically states that a pistol grip shotgun type firearm must transfer as an "other weapon" the same as a stripped receiver

regulation (atf) only prohibit the removal of a stock, modifying it to a handgun or SBS

an other firearm is neither a hand gun nor a rifle (shotgun) thus can be converted/ modified  either ways

Wouldn't it be designated when reported as a sale to be a shotgun receiver from whomever ffl that sells it regardless of what state it is in? Once designated in that state you cannot declare it a pistol in another state? Once designated a long gun to the ATF then it cannot be changed into a pistol?

as long as the FFL remembers to do the 4473 as other you are good on the federal side.

So far i haven't found any law in the HRS for firearms that says you can't buy the PGO shotgun have it reg'd as a shotgun and then switch out the barrel and mag tube and change it into a pistol reg.
i also haven't seen anything in the HRS where it says you can't change out the parts before you even buy it from the FFL and pick it up as a pistol right away

since the ATF already said that definitions set by Hawaii don't affect this guns status as an AOW as long as you don't put a stock on the gun you can change the barrel length all you want so long as you don't go under the 26 inch overall length rule.

these would be pistols in hawaii but not handgun as defined by batf. these are firearms same catagory as an AR stripped receiver.

hawaii pistol is any barrel less than 16"
batf handgun is any firearm meant to be fired by one hand.
