"Best" is a very subjective term.

"Mouse gun" is another subjective phrase.

I'm a huge fan of sub-compact 9mm "pocket guns"

My all time favorite, simply because of the badassedness of it is the Rohrbaugh R9

While the R9 is incredibly small, it suffers from limited capacity.

The Sig Sauer P290 is another personal favorite because of its accuracy and concealability.

If you're looking for an excellent pocket 9 on a budget, you should definitely check out the excellent SCCY CPX2.

The CPX-2 gives you a light weight pocket 9 with a 10 round capacity. It is almost an exact clone of the Keltec P11, except the quality, workmanship, accuracy and price are better.

I bought mine for $250 and it is a constant companion, when it's "legally allowed" to be.

Yes it is but it's an excellent DAO trigger.

It looks like a well made little gun.  The trigger was my only concern.  For the money, seems like a solid deal.

Interesting! I was not sure I liked the DAO on the P290 (only tried unloaded dry firing at LGS).

Will consider the others mentioned also.

Are you interested only in 9mm? If you would also consider 357 Magnum or 38 Special +P self defense rounds you would then open your choices up to small frame snub nose revolvers. Revolvers have a few distinct advantages over semis. While the 38 Special in a +P self defense round is close in performance to the 9mm self defense round it is not quite as powerful. If you can handle the 357 Magnum cartridge you would have one of the best self defense cartridges.

Two distinct advantages revolvers have over semis as a pocket hideout pistol is reliability and FTF recovery. Semis require lubrication to be reliable. It is common for a semi pocket pistol to become dry after a few weeks of being carried. Also, lint, threads and dirt are commonly found in pocket carried semis. This threatens your semi from running reliably when you need it the most. Your pocket carried semi requires disassembly and cleaning quite often. Revolvers run reliably when dirty and dry and don't require as much maintenance as a semi when carried in a pocket.  The second advantage a revolver has is in recovering from a FTF round. With a semi auto if you have a FTF round the common reaction is to pull the trigger a second time. If you have a DAO semi it may or may not ignite the round that failed to fire the first time. If you have a single action semi it won't work. Either way you will need to learn how to react properly and also learn to rack the slide and load a new round before you can fire. With a DAO revolver or a SA/DA revolver a second pull on the trigger loads a new round. A much quicker recovery.

Just trying to open up your choices in very small carry guns. If a revolver will be considered you might try and look at the Ruger SP101 in 357 Magnum, The different iterations of the Ruger LCR in 38+P and I think S&W makes a model 640 and Taurus makes a small revolver as well.

I love a good revolver. Here is my S&W Model 36 which has seen considerable use and was also used for CCW many years ago, among other handguns, and has "always" delivered. This handgun is 54 years old and extremely reliable and very easy and comfortable to conceal. Of course we can't conceal any firearm in Hawaii as of today.

Revolvers are nice but choice of 9mm is because I have and probably always will have 9mm ammo. All my pistols so far are 9mm. If I were to get another caliber for pistol, it would be 45ACP in a nice hot Glock. But still would have 9mm. I can also have a spare magazine for the pocket 9.

If I were to get a revolver (and I had considered it) it would not be for the mouse gun purpose (I was looking at the S&W .357s before).

So, that's the reasoning for 9mm for this purpose.

I haven't tried any of the ones that KK listed but FWIW, it was a toss-up between the M&P Shield vs the XDS-9 when I had my nines.  The quality of the XDS-9 looked better and I wanted to like it more but the grip and frame just felt too skinny in my hand.  My wife and I went to SEC and ended up buying the M&P Shield as it felt good in mine and my wife's hands.  The Shield was also about $100 cheaper than the XDS-9.

The Shield was small enough that I'd occasionally carry it in my shorts pocket at home.  I'd still know its there because of the weight of a full magazine.  But it was definitely concealable in regular everyday Hawaii clothing (at home, of course). 

Personally, I've been intrigued with the small 22 magnum pistols that KK posted somewhere here before.  It looks small to not add a lot of weight in the pockets and if needed, should buy enough time to get a full sized, larger man stopper round on hand.

If you can "live" with two rounds per load, these have interchangeable barrels for just about any caliber most people will shoot, all the way up to .45 and 410 shot shells.

PF9.   Works for me.   The J frame 3" barrel is almost as compact.   Fun to shoot with 38's.

I always feel the achilles heel of 22LR is the 22LR round itself, not the platform. Otherwise, sure, no criminal wants to be shot at by a 22LR either.

That's what I like best about the CPX-2

10+1 capacity in a tiny and comfortable package.

Most of the other 9mm mouse guns have a 6 or 7 round capacity.
