Help: traveling with ammo Hawaiian airlines
« on: July 21, 2014, 06:53:51 PM »
I'm flying oahu --> maui this weekend on Hawaiian airlines.  My buddy like me bring some ammo over, mostly .22lr.  I will NOT be flying with a firearm.  I would like to fly with ammo legally and with as few hiccups as possible, I would like to know what to expect from this process. I dont know why he like me bring .22lr, maybe maui stores are short on .22lr but for whatever reason this is what I already know about flying with ammo on Hawaiian, but still have a few questions:
1. must be under 11 pounds worth. ill be bringing way under 11 pounds
2. must be declared and inspected upon check-in
3. must be in check-in luggage
4. must be in original factory packaging
5. original packaging must be in fiber, wood, or metal container

questions:
1. does check-in luggage need to be hard-sided? i.e. can it be in a checked-in duffel bag?
2. can original factory packaging be already opened?  i.e. a 500 round box of .22lr bulk ammo of which i used half of
3. can original factory packaging be made of cardboard? i.e. does cardboard constitute as fiber?
4. can original factory packaging be made of plastic? i.e. .22lr cci minimags that usually come in those clear plastic slide boxes
5. any other requirements I missed?

I always used a standard bag, the kind that everyone uses with the soft sides but holds up with plastic inserts. You know which ones. I personally would not use a duffle, it does say hard sided in the rules.

You should be good here. If it is completely falling apart and will not contain the ammunition repack appropriately
3. can original factory packaging be made of cardboard? i.e. does cardboard constitute as fiber?
Yes, absolutely
4. can original factory packaging be made of plastic? i.e. .22lr cci minimags that usually come in those clear plastic slide boxes
Yes, absolutely

Be sure to declare what you have with you fully, some forms will be filled out and a card put in your bag. TSA will know your bag has ammo or firearms and they may look. Twice I had my bag opened with a card inside letting me know of their visit to my bag. With that said I have traveled with ammo, ammo and guns and just guns on multiple occasions and never had any issues. In all cases I made sure I was completely compliant with the rules. LOCK your bags with a TSA type lock.

All this just based on my personal experiences while flying with ammo or firearms. Just a side note, if you fly Alaska Airlines anywhere you can travel with 50lbs of ammunition.

Start here:
http://www.tsa.gov/traveler-information/firearms-and-ammunition

Must be a hard-sided suitcase.
Do NOT use a TSA-lock.  They are not allowed to have access to the contents.  You are to remain in the area so that you can open the case if needed.

Then proceed here:

Crushproof hard-sided container.
No TSA lock.

[EDIT]
However, Hawaiian specifically allows for noise suppressors in check baggage!

I have used a TSA compliant lock on all my bags that had ammo and firearms with out issue. Do the rules say no locks on bags. It just made sense to me to lock my suitcase that has a gun in it???

Modified:

I reread your post. No TSA locks but use a lock that only you can open up  I was particularly referring to the suitcase itself. I prefer to lock it also. TSA compliant on the suitcase makes things easier. On the gun case only you access is smart.

Tell the check-in person that you have ammo, and double check your carry on to make sure no ammo snuck in there.

Both the TSA and the Hawaiian Airlines sites used to be more explicit.  I guess they tried to make the language easier.  And, looking back, I see I committed that same error.  You are right, according to Hawaiian, a case containing firearms must have a non-TSA lock on it.  If that case is, in turn, inside a larger case, that outer case can have a TSA lock.

Older versions of the TSA website specifically said "do not use a TSA compliant lock" on guns or ammo.  You were to unlock the case for the TSA agent to perform any inspections, remain present during the inspections, and personally lock the case again at the end of the inspections.  In the unlikely event your luggage needed to be screened again, it was TSA's responsibility to locate you so you could unlock the case.

I wonder if these new pages reflect poorly-written documentation, or a changing policy?

 i too have read this. You are the only one who can have the key or code to your locked firearm case.  It should be inspected only in your presence.
