The City Council has the final say on the budget.. General election is Nov. 4. .Two Council seats are up for election: Dist 4 -- Ozawa v. Waters; Dist 6 - Aiona v. Fukunaga. If you live in those districts, it's worth asking the candidates to support funding for improvements at Koko Head. It would help to remind them that the range has been there since the 1930s, that it's the only one available to  most of  the general public and that responsible, voting  gun owners who are invested in the community have been using it for a lot longer than arrogant, hysterical  refugees from the continent have been trying to turn Hawaii into California.
