Sorry I'm not familiar with Hawaii laws. I'd like to transfer one of my handguns to a relative on Oahu. Am I correct in that first:
Step #1 - Relative would need to apply for a permit to acquire a handgun. Once he has the permit, he has ten days to utilize this permit
Step #2 - I would mail out my handgun from a local FFL here to a FFL on Oahu; where once he has the permit would get the handgun from the FFL on Oahu.
Step #3 - Relative has 48 hours to register the handgun.
or
Step #2 - Next time I go to Hawaii, I would check in my handgun in check in baggage (Make sure I check TSA/Air carrier before I fly out)
Step #3 - Go with relative to HPD to sign permit with buyer.
Do I have it correct or am I missing a step??
Are you a Hawaii resident? If not, all interstate handgun transfers to Hawaii must be performed through an FFL.
So, step #1 should be to send the firearm to an Oahu FFL. Some accept shipments from non-FFL transferers, but some will not.
Then your relative needs to wait until the FFL receives the firearm and sends the necessary paperwork to HPD.
Next, your relative takes the gun's specs (type, make model, caliber, barrel length, and serial number) to HPD to apply for the permit. The "owner" at this point is the Oahu FFL.
Relative waits the 2 weeks, gets the permit, picks up the gun from the FFL, then takes the gun to HPD to register.
I asked once about speeding up the process by applying for the permit while the gun is in transit. The HPD officer said we can't do that. The FFL needs to process the firearm before the permit process can start.
Hope that helps!
