DUI laws don't work - so why would anyone pass gun laws?

I rarely hear this argument that certain laws don't work. Vice laws...here's a good example and a frequent one

What they need to do is ban drinking......  oh. They tried that already. .  :(

Require a background check for car buyers.  Any history of alcohol or drug abuse, mental illness or domestic abuse are forbidden from having a license or buying a car. 

Also, cars must be in control of the registered owner and connot be lent to someone not on the registration and insurance.
