That's a pretty defeatist attitude.  I haven't lost an argument I started with them yet.   I've had the same thing. They didn't let me register, so I told em to pack sand. Recorded the denial / refusal to register and left.   The permit to acquire and the registration are completely separate sections of the code.  They have no bearing on one another. HPD doesn't get to just entirely make up new requirements; they do so because people allow them and comply.
