Last Thursday, UPS delivered a pistol to my house that I had ordered online last Sunday.  It was sold & shipped by an online retailer without the need for a Hawaii firearm dealer to accept delivery, saving me that wonderful FFL fee.

Then, I registered the gun Monday at HPD in -- not three trips -- not two trips -- but ONE trip!

How did I accomplish this seemingly impossible feat?

I have an FFL-03 C&R license and a valid long gun permit to acquire.  That's all you need to prepare ahead of time.

So, the first thing to keep in mind is the purchase needs to be made with an out-of-state seller.  If you buy from a Hawaii owner/dealer, then no C&R license is needed.  You can handle it like a normal private or local dealer firearm transfer complete with permit and wait.

To register your out-of-state-purchased C&R firearm (long gun or pistol), you need to bring with you:

1.  Your C&R FFL License (bring a signed copy)
2.  The bill of sale and shipping document
3.  The name and address of the importer and/or seller (I was able to download the FFL certificate from the seller's site)
4.  Your valid Hawaii Long Gun Permit to Acquire
5.  A copy of the page from the ATF C&R List, proving the firearm qualifies under the C&R classification, and possibly other documentation showing the firearm conforms to a specific firearm description in the ATF list
6.  Your current photo ID
7.  The firearm's vital information  (manufacturer, model, action, type, barrel size, caliber, dates purchased and delivered, and serial number)
8.  The firearm itself,  for  inspection

No safety training certificate was required even though this is a pistol.

At the station, I did have to complete a registration application for out-of-state purchase, the standard forms for mental health, HMO, marijuana use, and the "are you a wanted criminal" questionnaire.   I think the health forms are unnecessary, since there is no waiting period.  Also, according to the ATF, no NICS background check is required for FFL holders when a purchase falls under the authority of the license.  Oh well!!  I wasn't going to make a stink over that!!

Since this was my first C&R purchase, and the only C&R info I could find here was on long gun purchases, I thought I'd add this for educational purposes!

And, in case you are curious, it's a 1928 7-shot Russian model M1895 Nagant Revolver!  Came with the reversible screwdriver tool, the cleaning rod, and holster!

Now to find some non-corrosive 7.62 x 38R ammo ....

 I think as a practical matter, you can and probably will get away with buying, shipping and registering C&R handguns in the manner you described. That is, unless, you run into someone who believes that you must first obtain a permit to acquire a hand gun first before taking possession of it in accordance with HRS Sec. 134-2(a), which provides in relevant part:

"(a)  No person shall acquire the ownership of a firearm, whether usable or unusable, serviceable or unserviceable, modern or antique, registered under prior law or by a prior owner or unregistered, either by purchase, gift, inheritance, bequest, or in any other manner, whether procured in the State or imported by mail, express, freight, or otherwise, until the person has first procured from the chief of police of the county of the person's place of business or, if there is no place of business, the person's residence or, if there is neither place of business nor residence, the person's place of sojourn, a permit to acquire the ownership of a firearm as prescribed in this section...."

While BATF Rules/Regs enable you to acquire firearms in the manner you describe, Hawaii law makes no exceptions for C&R handguns.

Someone correct me if I am wrong, but I thought that HPD was cracking down on the interstate acquisition of C&R handguns without the prior application for a handgun permit? I realize this might only be an issue on Oahu and not the neighbor islands.  I have had a C&R license for years but have hesitated to use it on C&R handguns due to HPD's interpretation of the law.

I called and spoke to Suzie on Friday before I showed up at HPD to register.  I wanted to make sure I had all the paperwork so I didn't waste a trip.

I asked specifically about the Permit to Acquire for a pistol and the 2 week wait.  She said all I needed was the long gun permit in spite of the firearm being a pistol.

I also asked about the safety class for pistols.  Again, she said not needed.

I was told if there were any questions at the time I registered to ask for her or Officer Jeager. 

The whole trip took 40 minutes.  No questions or problems.  I didn't need anything more than what I listed in this thread.

As far as HPD making up their rules, the FFL-03 permit allows me to buy and sell C&R-qualified firearms across state lines without submitting to an NICS background check or the need for a dealer with an FFL.  If the state tries to interfere with my right granted by the ATF to conduct interstate commerce, I can imagine the lawsuit that follows would be pretty cut and dried.

Application for the FFL-03 already involved a thorough background check as well as notification to the local police department.  That gives the Chief of Police time to object if they know of any reason why I should not be issued this license.  The fact that I have this license means I was checked out and judged to be trustworthy.  To add another background check on top of that would be a waste of time, money and resources, not to mention serving no effective purpose.

Some states allow streamlined firearms purchases if you have an FFL or concealed carry permit.  They know these background checks are more strict, so they don't subject you to another one.

It's always interesting how much darker the finish is when viewing in normal light.  Then you take a picture in sunlight, and the metal seems to loose its dark finish completely!!

I see that in pictures of new guns, too, so it's not only the relics that change colors.

Yep.  Washington State used to allow that and the reason why I got my CCW permit when I lived there.  At the time, there was a Federally mandated 5 day waiting period (at least if I recall correctly) and a CCW allowed you to take the gun home right away. 

And that's an interesting gun.  Is it going to be a collectors piece, or are you going to shoot it?

I'll shoot it with non-corrosive new ammo when I get some to verify function, safety and accuracy.  Then I'll just keep it in the safe to kind of round out my Mosin-Nagant rifle "collection".

I recommend buying from gunbroker.com or  themosincrate.com because you can see the actual firearm you are buying. Aim Surplus and JG Sales are good but it is a crap shoot and they charge a fee for a so called "Hand Picked" item.

i got my actual FFL 03 within 2 weeks, $30 for three years, bought three rifles on monday got all three to my door step by thursday.  Checkout video I break it down step by step on each portion of application.  Only took me 10 mins!

That having been said. I have one from a couple years ago. Mine is 1929 vintage.
Ammunition is an exercise. There is an un-named lgs in Hawaii Kai that sells some surplus stuff. A bit pricey, but it works. Sometimes a bit hard to extract from the cylinder.
Hot set up those of us that have these need to get together and group and group buy a bunch of Fiochi or PPU. It is readily available now, but too expensive for one guy to bring in a case.
The net is full of alternative loads that some work some don't. The 32-20 conversion is the best, but 32-20 brass is scarce now. Google Nagant Man
Fortunately bought some when there was plenty. Lots of 32 cal bullets work. Trail boss is the go to powder, but not the only answer
Stuff is more available now to reload the actual cases
I really like mine. Have been a 03 collector for years.

 I remember a customer on here a few years back had some trouble bringing in a old Walther P38 C&R. Had to go thru us to get it registered.
