I wonder if she would qualify as an "exceptional case" by any of Hawaii's police chiefs? I've asked Kubojiri to give me five (5) examples of circumstances that would quality someone as an "exceptional case", but he only responds with the boilerplate legal language that we all already know. I guess his record of issuing zero (0) CCW licenses means that there are NO "exceptional case(s)" and likely never will be, pending Peruta/Richards/Baker/Young etc.



By the way, the New York state license cards still look exactly the same today in some counties. Note that this current day blank license is "unrestricted", unlike Roosevelt's that noted "not valid in the City of New York", so it's the kind of license that vociferous anti-gun anti-CCW New York senator Charles "Chuck" Schumer has. Lucky him. He's "special", unlike ALL of us here in Hawaii (except for the four licenses issued in the past 15 years) whose lives are not worthy of being legally allowed to defend ourselves outside the home or workplace with the best tools available.
