If I want to sell one of my guns and the buyer lives on an outer-island how do I go about this legally. I will check with PD too but figured I would start here first. Mahalos

Long gun or handgun?
does buyer have a permit already?
do you trust or know buyer?
is there a gunsmith near buyer?

Same State no FFL required and can ship directly to the buyer via USPS for long guns, private currier for handguns.

Long guns, only require the buyer to have a long gun permit to acquire.

Handguns are a little different and require a 14 day delay, you will need to give the SN of the gun , model , and barrel length, so the buyer can apply for a permit in his county.

-Not sure if buyer has a permit and I do not know him. Would a copy of his permit with my payment suffice? I sure would like to be sure he really is the same guy buying as is on the permit. Hmmm, starting to seem a little iffy for me right now…

He needs to check with his FFL if they accept from non-FFL.
*if they do you can ship directly to his FFL

A copy of the permit is sufficient , follow with a follow up call to the county PD for confirmation. Its damn hard these days to forge documents with only a telephone away to confirm things.

FFL to FFL fees can add up to over $60 over the sale price.

If you are only shipping 1 firearm, then you definitely want to ship it to an FFL.

The small added expense would be worth a million pounds of grief, avoided later.

Considering the somewhat nomnal cost of inter- island air travel, why not ask him to fly over with a case, verify paperwork, case it up, and let him fly back with it.

The flight cost may well be about the same as a couple of FFL fees, one from each end.  I asked a FFL  here, and he said his current fee was $75, a lot more than you Oahu guys pay.

I'd just add that you owe it to yourself to do your due diligence and take every precaution to protect yourself (and the community) in certain situations.

I personally think that what you are contemplating raises that level of concern to the point where you would (and should) exercise a heightened degree of caution.

Ask this dude for his permit... and maybe also ask him for a copy of his Hawaii Drivers License, and a phone number.

Even with those, I would still send the subject firearm to an FFL, and either "eat" the cost, or build that cost into the final sale price.

I would also draft a Bill of Sale and send HPD a letter, explicitly stating that the subject firearm was sold to the individual on such and such date, and is no longer under your possession.

If the dude is good-to-go, then he should understand your concerns, and he shouldn't have a problem jumping through those proverbial "hoops."

But if you start to get that weird-ass feeling in the pit of your stomach, I would probably err on the side of caution, apologize for wasting the guy's time, and move on to another Buyer.

Another way to think about it might be this way, would you sell your rifle to some cat here on Oahu without first asking him to produce his valid Permit and valid form of identification?

So I did let him know I would need the FFL's info, copy of permit and other identification etc. No contact since then, good way to weed out a potential bad situation regarding private sales of a gun I guess when you ask for particulars.
