HPD purging of my firearm info when I leave the islands.

In a few months I'll be PCSing for the island and I'll miss many of the people I won't miss the why the state is run. The question I have is once I no longer live here is it possible for me to recind any permissions I've given the state and to have all the records the state has purged as I am no longer a resident?

You have no ability to do so.  Technically, government records must be kept by government records retention laws.

Won't help you but I am working on a letter to Sen Sloam to get this done in the next legislative session.

Basically they did not make a way to unregister your arms.

I can see their logic.  If you could wipe out their paper trail, they would have a tough time linking a gun registered here once you move/plan to move/say you are going to move.  So, even IF you can fill out a "no longer registered in Hawaii" form, that paper trail of you having firearms is here to stay! 

They didn't create this massive (paper-based) tracking system just so you can complain about rights and dismantle it!   :rofl:

This won't help as far as registration trail is concerned but should a firearm be sold, draw up a Bill of Sale and have it notarized.

Investigators know how to investigate (usually).  They will ask you, the last known owner, who you sold it to.  If you verified the residency for an in-state sale, then that should be no issue for you.  Investigators will then find the buyer and see if he still has it or who he transferred it to.

As Falken Hawke said, create a bill of sale, and verify the ID if in-state.  If it's an out-of-state buyer, then you probably will use an FFL. That gives you major documentation of no longer having the gun.  As long as you CYA and keep the records, you'll be fine.

They couldn't arrest you just because of it but you would certainly be part of a normal reasonable investigation. That is not a police state.

They won't come after you. Hawaii's registration system is so old that they don't even have a statewide database.

Many people left New York for Florida. It's safe to assume many of these people have sold or traded guns in Florida or even had some stolen,  they don't call New York to track you down. I don't see why Hawaii to Georgia would be any different.

Only the FBI and ATF can legally track a firearm beyond a  State's borders. HPDs paper trail goes only as far as the local 4473 FFL and thier file cabinets.

And the carbon paper between the registration copies!  :)

I can't remember the last time I saw anyone other than HPD using carbon copies in the last 25 years! 

Must be someone with City & County ties getting rich off that contract!!

HPD system is a hit or miss.

I had requested several registration copies of my early firearms that I'd purchased in Hawaii . Some were in their system , some were "cannot find um" .

I have a question. What if kd0g PCS's to say, Texas which doesn't have registration laws. Then he sell a gun to another GI. This GI gets orders to Hawaii and brings the gun back here. He then goes to register the gun. HPD says the gun is already registered to kd0g and kd0g needs to come in to transfer the gun. Is there a process for this situation?

Out-of-state-registration :D

Although I haven't run into this, those words should clear up any problem. If not, HRA/HDF/NRA action.

If your reply is:
1) LGS  , they will look at the files and find the dealer faxed in information.

2) private sale, they will dig up the former registrant paperwork.

3) out of state , they will just have you fill a new registration.

I have several firearms with the exact same serial numbers. Just going by serial numbers is impossible to trace a firearm without a owners name or other info.

So if they don't check, they're counting on the publics honesty on private gun sales. A dishonest person could claim they brought the used gun in from out of state and transfer/register it in one day... :o  See, HPD does have faith in the citizens of Honolulu.

pretty much yes. if its already in your possession, why would you need 14 days to pick up the pistol from yourself.
