So if they don't check, they're counting on the publics honesty on private gun sales. A dishonest person could claim they brought the used gun in from out of state and transfer/register it in one day... :o  See, HPD does have faith in the citizens of Honolulu.
is it faith, or laziness?

I ran into this situation before.

A relative and I both were in Hawaii. They had several firearms registered in Hawaii. We both moved to a state that does not require registration. All of their firearms were relocated to a different state. Thereafter, they had disposed of their firearms to me on the mainland. after a few years I had returned the firearms to Hawaii and registered the firearms under my name.

If the firearms are from the Mainland and not reported stolen , it normals goes unflaged at HPD.

same situation as above but I told HPD the previous owners name.
HPD made me send the forms to the mainland and have the previous owner sign the back of the registration form.

I had a defective rifle from Ruger. I sent it to Ruger and it was destroyed and Ruger provided a letter of destruction.  When i registered my replacement rifle from Ruger HPD told me that the rifle is still registered to me in the state of Hawaii. So if that is any indication, once its registered to you its yours.
