I wonder if this would require a mandatory shipment to a FFL here in Hawaii to qualify for the two week background check.

I'm sure FFLs out here would gather the required info and process/wait for approval before receipt of weapons. How else would it work?

It depends on the age of the weapon.  If over 50 years old, it qualifies as C&R and anyone with a Class 03 FFL collector's license can receive it without a permit, without a 2-week wait, and without the need to mail it to a commercial FFL.

2015 - 50 = 1965.  That's not out of the question for military surplus.

ATF/Feds allows c&r but the state is more stringent and further regulates whether it needs to be registered. I think.

If it's on the C&R list or you have proof its old enough or a collectible (e.g. Limited edition or presentation run), it qualifies.  The handgun will always need to be registered, but you don't need a pistol permit.  Just need a current long gun permit.
