What I wanted to know is if buying a gun online and having  it sent to a local FFL would qualify as an "out of state" purchase. That is not an out of state purchase.

That is the proper way to purchase a firearm.

Technically, you can not buy a gun online.

You pay the seller of the firearm, they send it to the local FFL that you choose.

The FFL, places the firearm into their inventory and you "buy" the firearm from your local FFL.

Welcome to the forums. I split out this topic because it didn't really fit in with the previous topic and really deserved it's own. You'll probably get more answers this way too.

To answer your question, any purchase bought online will have to be transfered to a local FFL as you say but from there it is considered a local purchase. You will need to get any applicable permits to acquire (longgun or handgun) and wait the requisite 14-day waiting period before you can actually pick up the firearm. There are some slight differences between a handgun purchase and a longgun purchase, with the handgun purchase being more restrictive. You can read the FAQ for more information.

OP before you purchase anything I'd suggest you check Hawaii's procurement laws.  You may need to take a safety class first and will need to meet other requirements.  You should get your ducks in a row before you buy anything.

As the posters so far have indicated, the answer to your question is "no."  It isn't an out-of-state purchase unless you are outside the state when you bought it. 

Unless you happen to have your own FFL, the only way to purchase a gun while you are insude Hawaii and the gun isn't is to have that gun shipped to a local FFL.  that FFL will take possession of the gun, register it with HPD, then hold onto it until you show up at his door with the appropriate Hawaii paperwork. 

Now, the subject of "appropriate paperwork" is a little lengthy here in Hawaii.  The rules are different for handguns than they are for rifles and shotguns.

Whichever you want to buy, you start by visiting the main office of your local police department.  Take your driver's license, SoSec card, and $19.25 in cash.  You will be fingerprinted, have a background check run, and be given a stack of papers to fill out.  They will ask you, amongst other things, for the contact information for your doctor.  If you don;t have one, that's ok.  If you do, be sure to have his/her name & address.

If you want a rifle or shotgun, you'll come back in 2 weeks to pick up the permit.  Then you can buy all the rifles and shotguns you can afford for the next year.

For a handgun, when you go visit the police, you will need to have every piece of information about that gun.  Serial number, make, model, caliber, barrel length, and contact information of the seller.  You will also need to prove that you have been through a state-approved safety training program.  Then you'll wait 2 weeks for the permit to be ready, then have 10 days in which to buy that exact gun.

In either case, you then have to bring the gun back to the police station for registration within 2 days.

So, in your case, you can bid on the gun, win the auction, and have it shipped to the FFL.  That's the closest you can get to it until you get your Permit to Acquire processed.
