The collision was classified as a hit-and-run initially, but witnesses told investigators it appeared the SUV driver intentionally hit the motorcyclist.  The SUV was found abandoned in Pearl City.

I don't care how many speeding and driving without a license charges this low-life has had, nor how lenient the justice system has been.  It takes an evil person to intentionaly hit a biker with an SUV, then drag him half a mile before leaving him to die at the scene.

Just like we should not blame guns or society when a crime is committed, we also should not blame the justice system.  Unless she has a history of using her vehicle as a weapon, there's no link between driving without a license and vehicular homicide.

I read that, too.  She killed another human being with a vehicle.  No matter what legal charge they try her under, it's still vehicular homicide.

I'm not sure if that is merely a legal technical difference, or if it actually limits the maximum penalty she could get, compared to a murder charge or something.

I don't know if a lenient system encourages behavior like this, but it certainly doesn't discourage it.
