Pinned ak folding stock?

Just got a new arsenal slr106fr from an awesome trade and when I got home I noticed the button to fold the stock was missing. The hole hadn't even been drilled for it. It looks like arsenal installed a folding stock that doesn't even fold! It has the hinge and the cutout on the buttstock as it should.

The muzzle also has what appears to be a muzzle cap installed as well.

Is this a ban model or something? It also looks like a royal PIA to replace the fake folding stock too.

Anybody know any gun smiths?  :geekdanc:

Where is this gun from originally? It sounds like a ban state AK....... Some states ban folding stock and the ability to use flash hiders and muzzles devices. Also bayonet lugs. Can't go wrong with an arsenal tho.
