Huh...  You have no idea whether or not someone intends to commit a crime until they attempt to commit the crime?  Crazy!  It's like you have to wait for them to do something wrong before you can have them arrested!

In all seriousness, it seems to me like they're trying to create situations where two or more armed individuals (law enforcement and private citizens) will be forced to confront one another for no other reason than to increase the chance of a tragic, potentially deadly, incident over nothing.  Who's the threat to public safety here?  SMH.
