internet website purchase
« on: December 06, 2015, 12:04:36 PM »
sorry NOOB questions, I've been searching and reading but can't seem to find a clear answer. I am planning to "build" an AR and will purchase parts separately from a few different internet websites. can i take the lower only to HPD to register? or do i have to build the complete rifle first? also, can i order the parts and provide the FFL info, or does the FFL have to physically order the parts online for me, specifically just the lower?

The lower needs to go through an FFL.
You can order it but need to specify the FFL receiving it and make sure they're on file with your seller or have them fax paperwork.
Good to idea to call or email receiving FFL and let them know it's coming if they're on file. ( likes with Bud's or somewhere)
Lower needs to be registered within 5 days.
Registering stripped lower only is not a problem.

Anybody else correct me if I'm wrong or missed anything.

Spot on.  Lower needs FFL transfer, register the lower only when it comes in.

Everything else can be purchased à la carte.

That is 11% tax on the complete firearm not collected by the ATF.
