Obtaining handgun w/o a permit, background checks or FFL

A flare gun and inserts together is a firearm. The mere possession of both items is intent to manufacture a firearm.

However,  since both items are not regulated in it by itself by the ATF or  HPD, etc......

Neither (by themselves) are considered a firearm under the GCA.

They can be bought or ordered online without a FFL or any sort of background check.

All 50 states do not require the registration of flare guns ( by itself ). However, once possession of both the gun and insert(s) they are a regulated item under the GCA
and also all corresponding state handgun laws. 

For Hawaii, it would require registration as a pistol in the respected caliber.

Completely legal in all 50 States as a firearm. Even in CALF.  single shot handgun are legal

Yeah, until the asshats monitoring this forum change the state laws.

Common sense.



And while each individual component is legal, the combination is not as simple as you make it seem.

As per the ATF, once the adapter is put into the flaregun, it becomes a firearm, which means that it must follow all state laws with regards to hand gun ownership. That means it must be registered in Hawaii, which would completely defeat the purpose of this contraption and this would draw all kinds of unnecessary attention to this by the pd and local law makers.



Like I said, maybe this isn't information that should be put out on sections of the forum for everyone to see, as there are individuals who monitor this forum.

And to the best of our knowledge, none of the members here do anything illegal, nor do they violate any firearm laws.

I missed out.

Found this at a local gun show for $110 BRand new in wrapper w/o box. Inserts were on sale at $45 and $39. I didn't care for the .38.

these HK were for sale for as low as $20 many moons ago.

80 is a good deal. A friend of a friend of a friend  :thumbsup: has only been seeing combloc surplus stuff available until last year, and now only the crappy combloc stuff is left since people learned about the inserts.

If you can find a 25mm flare gun,
Russian, East German, or Czechoslovakian,
you don't need an insert.  Those flares will
make a mess out of any human shot at close
range (20 meters or less).  When someone is on fire you
have all sorts of time to reload.  The Flare gun is legal
open or conceal carry.  Flares are readily available. 
Guns are not so easy to find, but great to have for the "boat".

The inserts are aluminum right?

I remember reading about these before and hearing that this could be a weak point which could cause a catastrophic failure.  Gotta question how good an aluminum insert could stand up to the pressure and the bullet. Is there rifling?

Barrel is Steel, insert is aluminum .They do make a polymer 22 insert but the barrel is still steel.

Barrel must be rifle to be a legal title 1 gun, smooth bore handguns are AOW's.

Laser sights added, great little gun at night in the home with the 410 shotshells. Point and shoot that won't go thru walls.
