Funny, most people pulled off the road, i kept going, thankful for them getting out of my way.

Remote controlled aircraft. A drone has the capability to make decisions on its own. i.e. object avoidance, course corrections. A Google self driving car is more "drone" than most quadrotors with a wireless camera.

An Unmanned Aerial Vehicle (UAV) may be autonomous (flies to targets or in a preset course/pattern without remote control) or remotely piloted.  The term "drone" is another name used for UAV.

I did not mention UAV.
Most likely this person was operating a hobby type RC aircraft with a camera.
There are many types of UAV. Even autonomous ones have a telemetry link to a ground station.
But suffice it to say that the media has applied the term drone to anything and everything that flies with a remote control that its akin to saying Kleenex to facial tissue. Magazines and clips.
My APM controlled TBS Discovery flies waypoints and follows me around (3DR calls it "dronie" mode). There is an option to have collision avoidance but I still don't consider it a "drone".
Back in 2006, way before the "drone" hype, when the POTUS visited Camp Smith, the Secret Service went to Halawa (a recognized RC aircraft field) and told all the RC aircraft enthusiasts there to land their aircraft. So I couldn't fly my little Trex 450. :'(
