Fire not from your car!

This came up in a hunting thread, but I thought I'd single it out since we're talking about laws:

Quote from: HAR13-122-12(c)(4)
No person shall have or carry any loaded firearm or loaded archery equipment on horseback, in any vehicle, boat, or any other carrier or discharge any firearm or archery device from any carrier, except for disabled hunters with a valid permit to do so. It is also illegal for any hunter to discharge any firearm or archery device into a public hunting area from outside the hunting area.

Quote from: HAR13-123-22(d)(4)
No person shall have or carry any loaded weapon on horseback, in any vehicle, boat, or any other carrier or discharge any weapon from any carrier. It is also illegal for any hunter to discharge any weapon into a public hunting area from outside the hunting area.

So, at least with respect to the hunting laws, it's illegal to fire a firearm or archery device from any carrier, at least for most of us.  Since this is buried in the hunting laws, though, is it generalizable to other scenarios?

So does this basically outlaw firearms being loaded on a houseboat? What if you are out at sea? I cannot remember what the answer was about people owning firearms on houseboats but I thought it was legal

well let's see... I guess we ask the question is the house boat a carrier, boat, or vehicle? At this point we can eliminate horseback. As per the har13 it say " Any" so is the house boat "Any" of these?

Huh, I just noticed that there are exemptions for disabled hunters of game birds (HAR 122) but not for disabled hunters of game mammals (HAR 123).

No, it doesn't. Unless said "houseboat" is used for hunting and within a designated hunting area.

I think "disabled" hunters of mammals are allowed cross bows.
